The Funding Fight in Pennsylvania Special Education

Pennsylvania’s special education funding system has long been a source of debate. While the Special Education Funding Commission aimed to create a more equitable formula in 2014, many districts—especially those in lower-income areas—continue to face funding shortfalls.

The challenge? Costs for individualized supports are rising, yet public schools often lack sufficient resources. Meanwhile, charter schools receive special education funding based on district averages, sometimes securing more money than needed for certain students while traditional public schools struggle to fund high-cost services.

With elections ahead, will policymakers push for a fairer system, or will political gridlock leave schools and students in the lurch?
