From University Social Responsibilities (USR) to Sustainable Development Goals (SDGs)

–A Master Plans of NYCU –

(This article is based upon a chapter of the NYCU SPROUT project.)


Summary

University teachers, staff and students should have a global vision and great aspirations, aiming at the current major social and world issues, such as: climate change, circular economy, net-zero carbon emission (Net-Zero Carbon Emission), broken raw material chain, smart manufacturing, medical gap to the current long-term care, mental health, vaccine policy, food safety and other preventive medicine issues. All of the above plus other world-wide issues are adopted in 2015 by the United Nation General Assembly as the Sustainable Development Goals (SDGs). There should be awareness and proper attitudes and actions by all towards prevention, adaptation and overcoming those issues. University should go far together with stakeholders and partners in the industry, community, public sector, etc., to apply what we have learned, and to use it for academic research and community services, which must become a part of the University Social Responsibility (USR). As one of the top public universities in Taiwan, the National Yang Ming Chiao Tung University (NYCU) possesses abundant research resources, outstanding faculty and talented students. With outreaching enthusiasm for humanistic care and professional knowledge, we should continue to inherit the culture of giving back to the society and benefiting the people by engaging deeply into community, discovering issues, proposing strategy and improving the status quo.


The strategy of the master plan of NYCU for USR/SDGs is built upon a three-layer foundation: Infrastructure, Platform and Applications, as exhibited in Figure 1. From the spirit of human-centered mentality there will be three main objectives for the USR/SDGs endeavors; they are knowledge, open-engagement and sustainability. These objectives are accomplished by means of integrated information and computation technology, big data analytics, and the spirit of human-centered design innovation.


The three-layer foundation covers the most fundamental aspects of a living and learning environment along with its context and content. The hardware of a campus is to be resilient, smart and sustainable; the learning platform is multi-prone but integrated and digitally friendly; applications are wide, but encompassing, thus forming a culture of empathy, tolerance and inclusiveness.

Goals of USR and SDGs at NYCU

The goal of our school in social responsibility and sustainable development is to cooperate with global partners, practice a resilient society, fulfill social responsibilities and implement the construction of a sustainable development environment, apply academic knowledge to solve practical problems, and help reduce academic Use the gap to implement the university's deep cultivation practice in the field that combines learning and application.


Strategy

Our school’s social responsibility and sustainable development strategy in the first phase of the deep cultivation plan is to use the University Social Responsibility (USR) Promotion Office to coordinate the allocation of various USR resources and future implementation benefits of the school, and is responsible for the supervision and assessment of the plan. Track performance results integration. In the second phase of the deep cultivation plan, our school combines SDGs and USR to promote unit upgrades (Figure 2). Among them, the "Planning and Assessment Team" under the University Big Data Research Center comprehensively promotes related sustainable development plans, and the USR office is responsible for good Perform social responsibility planning and supervision, integrate school resources, set up the "School Affairs and Sustainable Development Promotion Committee", and set up the "Sustainable Development and Social Responsibility Office", which consists of two groups: "USR Advisory Group" and "SDGs Consulting and counseling groups" are all school-level regular affairs organizations, and link relevant units and cooperative organizations in the school, continue to plan the third phase of the Ministry of Education's university social responsibility practice plan, expand the mobilization of various colleges to assist in the recruitment of applications, and assist in matching cross-border In the field of cooperation, the institutes jointly develop ideas and improve the implementation strategy of the third phase of the plan.

In addition, it continues the previous implementation mode of USR Hub, and encourages school teachers and students to organize team proposals according to the 17 sustainable development goals (SDGs) of the United Nations. After selection, guidance, and cultivation of seed-type projects (social responsibility linked to sustainable development projects), continue to combine cross-department, cross-professional forces and community organizations, establish long-term cooperative relationships, activate regional resources, and cultivate professionals with cultural sensitivity, multi-functionality, and digital mobility.


The action plan is outlined in the next section:

The school’s blueprint for social responsibility and sustainable development (as shown in Figure 3) centers on humanities, technology, and medical care. Caring for cultural sustainability, cross-border links and international mobility) as the goal of sustainable governance of the university, combined with four smart systems (smart learning, smart community, smart care, smart environmental security), towards an all-round smart sustainable campus. Our school's strategy for implementing the sustainable campus SDGs includes establishing a school affairs and sustainable development implementation structure, and establishing a division of labor between organizational operations and business execution, so as to lead the school's administrative, teaching units, and research centers to promote the implementation. The school will gradually use education to convey the concepts, values, and skills of sustainable development; at the same time, deploy key technologies to promote the development and dissemination of technology to achieve sustainable goals around the world. The action plan is outlined in the next section: II. Continued School SDGs.

1. Fulfilling University Social Responsibilities with Some Examples

(1) Actively promote the university social responsibility practice plan

1. Establish a set of education modules that are in line with local culture. By cultivating local teachers, we will implement the goal of "one of us takes care of one's own people." With the help of technology, we will link up resources from the original committee, social enterprises, and non-governmental organizations (NGOs) , to establish a chronic disease case management system that is culturally sensitive and "never give up on anyone".

2. Community health, caring care, environmental improvement, financial security cross-field talents" as the vision, hope to develop a local support network by cultivating community strength, drive the elderly in the community to promote physical function, continue social participation, and delay the speed of aging, and build on the Local care and care service model to enhance the self-reliance and active aging of the elderly living alone, disabled and demented.

(2) Continuous Social Responsibility Linked with Sustainable Development Plan

1. Create a friendly society: community mental health training base: The prevalence of mental illness in China has increased rapidly in the past 20 years. The Executive Yuan promoted the social safety net in 106, and established community mental health in the social safety net 2.0 in 110 The center looks forward to "strengthening mental illness and suicide prevention services, improving the front-end prevention and crisis management mechanism", and hopes to improve community police, firefighters, and district chiefs' understanding of mental illness and their plight in the face of community mental patients through the project. Focus on the community resource network to strengthen their coping abilities; at the same time, improve the experiential learning and community connection of the "Building a Friendly Society" course, strengthen students' understanding of the role of the community in the prevention and recovery of mental illness, and cultivate community mental health talents; and continue to promote Dialogue between health professionals, patients and caregivers, patient-centered, human rights-based mental health services.

2. Digital transformation plan for community oral health education: Enter the community through the oral health medical service team to provide services such as oral health education, dental free consultation, oral cancer screening and oral function inspection, in addition to bringing correct oral health knowledge to the community, In addition to skills and attitudes, it will increase the public's attention to self-oral health care, reduce the occurrence of oral diseases, improve the effectiveness of oral disease prevention, and also assist the community in oral health examinations, functional assessments and other services, early prevention and early medical treatment, and improve the community. The quality of oral care and oral health well-being. Using AR/VR to create 3D images, train students to make health education materials on how to use tooth cleaning tools in a three-dimensional way, so that students can more accurately understand tooth cleaning skills and tool placement, and promote learning effects. Concepts such as mastication and swallowing disorders and prevention methods will also be added to the health education courses to improve the elderly's awareness of mastication and swallowing disorders and reduce the risk of aspiration pneumonia.

3. The innovative implementation of deliberative democracy: Discuss the citizens’ deliberation of Taiwan’s net-zero carbon emissions, and the differences in discussions and opinions of citizens of different social classes on Taiwan’s net-zero path and key policy issues, as well as the results of deliberative deliberation and implementation. The transformation of knowledge and policy attitude brought about. Based on the concept of deliberative democracy and sustainable development, two key climate policy issues are discussed, including: net zero path and energy decarbonization, policy control and incentives. It will also touch on key issues such as low-carbon transportation, green buildings, and carbon pricing.

4. DIY Green recycling garden: developed the world's first prototype DIY recycling garden kit (referred to as DIY Green) based on recycled bottles. DIY Green can simultaneously improve the three major environmental problems facing Taiwan: The heat island effect, too many recycled bottles, and the low rate of food waste disposal help Taiwan improve its environmental quality.

5. Words in the hometown of little angels: develop a rapid screening system for handwriting and learning disabilities and an awakening and regeneration plan for children with learning disabilities in rural areas, develop artificial intelligence tools to assist typographical identification mobile software, and provide speech therapists, special education teachers, etc. to conduct mobile software on-site The operation is expected to enhance the understanding of professionals on children with learning disabilities, and to have the skills to operate typo-identifying mobile software independently of the educational or medical field. The software vehicle developed by this project is to use a common smart phone to assist in the assessment of writing ability, which greatly reduces the cost and difficulty of going to remote villages for diagnosis in the past. The diagnosis data is also used to classify learning disabilities through the artificial intelligence computing platform, so as to provide reference for follow-up treatment intervention, so that children in rural areas can receive proper diagnosis and treatment, so as to achieve the goal of overturning education and medical care in rural areas.

6. Hsinchu Liuran Museum: gradually build the knowledge system of Liuran local studies and Liuran The structure of the living museum clarifies the context of Liuran's literature and history, and reveals the contemporary value and positioning of Liuran's World War II industrial relics.

7. Collection and research and development of puppetry cultural relics: vertically continue to inherit the essence of puppetry culture, extend the preservation and maintenance of other traditional dramas, horizontally build the only traditional art history platform website in Taiwan, carry out the preservation, promotion, talent development and cultivation of puppetry, and connect professionals Work with local temples and cultural venues to organize cross-domain, cross-industry, and cross-international cooperation actions.

8. Bamboo construction with net zero carbon emission: Bamboo has the characteristics of net zero carbon emission and recycling, coupled with the good bamboo forest resources in Taiwan, through the strategic concepts of "replacing plastic with bamboo" and "replacing trees with bamboo", through Bamboo-related research and development (such as biomass energy) and applications (bamboo architecture/bamboo joints/new building materials) will further strengthen bamboo forest conservation and bamboo industry development, improve local job opportunities, and build a symbiotic cycle between the environment and the economy.

2. Practice Sustainable Campus SDGs

(1) Sustainable campus promotion strategy and structure

Starting from the vision and mission of the school, the school established the School Affairs and Sustainable Development Promotion Steering Committee, together with the School Affairs Big Data Research Center, jointly established the school affairs and sustainable development implementation structure (Figure 4) and established organizational operations and business Implement the division of labor model (Figure 5), and lead the administrative and teaching units and research centers of the whole school to promote the implementation. This structure integrates the five major principles of the school, covers four major aspects, and cooperates with various types of stakeholders and partners; this structure covers the mode of coordination and common growth of various departments, administrative teaching and research organizations/units, highlighting the characteristics of the school.

In addition, with the core value of 5P (People, Prosperity, Planet, Peace, Partnership) sustainable development of the United Nations, linking the five major development programs of the school with the 17 sustainable development goals of the United Nations, the teaching and research units of the school will promote goals (Figure 6). The school has world-class top teaching and research fields, such as electrical and information engineering, rural education, public health, distance/smart medical care, etc.; there are also many research teams dedicated to the exploration of sustainable issues; and the results of teaching and research are also applied In the international arena, we spare no effort in fulfilling our social responsibilities and exerting our international influence. In addition to maintaining existing advantages, the school will surpass itself and create international-level sustainable brand value. By integrating the spirit of integration and innovation, it will play a leading role in sustainable issues, and continue to establish and expand relationships with the government, communities, enterprises, academic institutions, a long-term dialogue and cooperation mechanism for international partners to promote global sustainable development.

(2) Educational changes, passing on the concepts, values and skills of sustainable development

To promote the implementation and promotion of sustainable development, the most important core lies in "people". Therefore, it is of the utmost importance to cultivate talents who can have a substantial impact on human well-being, the environment, and industries through educational changes and empowerment, and who can cope with today's complex challenges; in addition, through a sustained and stable international empowerment mechanism Promote global talent flow and exert positive influence everywhere.

1. Establish and develop cross-domain study programs and courses on sustainable development issues, cooperate with friendly academic institutions at home and abroad, and countries with diplomatic relations to create (physical and online) co-learning mechanisms; and cultivate targeted capabilities, such as medical and public Health, information and communication and semiconductors, greenhouse gas reduction, sustainable management and other technologies, long-term cultivation of professional and characteristic talents to support countries to implement national plans for sustainable development goals, such as:

(1) Expand the partnership of the International Health Program (IHP) of the School of Medicine, cultivate medical, public health, health talents and decision makers in low- and middle-income countries, implement the cultivation of international mobile talents, and integrate the USR purpose and The influence of the school extends to the world.

(2) (The only one in the country) International Institute of Semiconductor Industry has signed cooperation agreements with four branch schools of the Indian Institute of Technology, and has also successively signed double-joint contracts with the National University of Malaysia, Sabanci University in Turkey, and schools in Spain, Belgium and other countries; cooperate The country's new southward policy, the establishment of a special master's class for overseas students in Vietnam; in the future, it will continue to sign academic exchange memorandums with top international universities, establish a semiconductor international talent training platform, encourage two-way talent cultivation and exchanges, and link the social responsibility and sustainable development of each school as.

(3) Set up a series of courses on Environmental, Social and Governance (ESG) corporate sustainability strategies, including responsible investment, green finance, green supply chain, net-zero transformation, environmental footprint management, zero-carbon management, sustainable The preparation and implementation of the report, etc., let business leaders understand corporate social responsibility and laws, establish a mechanism for balancing interests and taking care of the disadvantaged, and have the skills to plan, quantify, sort out and improve carbon management in their organizations, and learn together with companies Good luck. Our school cultivates green collar (Green Collar) talents on the university campus to prepare for future industrial needs.

2. Through the continuous addition of sustainable development courses, cross-field courses, and the development of USR co-creation fields outside the school, students will have the environment to cultivate highly cross-field problem-solving abilities and practice them, such as participating in international green building competitions, international volunteer groups, International corporate internships; and continue to expand partnerships with service learning as a practical platform, including: Taiwan World Vision, Creation Foundation, Xinlu Foundation, Fuxin Care Association, Home of Heart, etc.

3. Sustainable operation Our school has built the largest "ewant open education platform" in Taiwan to enrich students' digital independent learning ability. Since 102, "ewant" has supported the open education of hundreds of colleges and universities in Taiwan, opened 866 courses, and has more than 400,000 registered students. Through "ewant" to promote the innovative design of the learning system, encourage students and people from all walks of life to develop lifelong learning capabilities, and at the same time promote inclusive education, and assume the responsibility of the school as a leader in the alliance.
