Freedom or Rules?

I have been reading a lot about Noida on FB and other social platforms that there no one bothers to follow Traffic Rules. No one follows Traffic Signals etc. etc. Last to last month I got a chance to visit that City - NOIDA.
And yes, I found that there no one was actually following the rules/ signals etc. They were acting as if they are so free of Rules, as if they there are no Rules. But in all this I found out one more thing... that despite of not following the rules, I saw that there was no:
- Horn honking
- Traffic Jams
- Road Rages
- Deadlocks on crossings
Though I do not promote not following the rules but this made me think Why and How? And I realized because they were not following the Rules they were aware that they had to act Responsibly, which they did.
And got the deeper insight... Rules bring a sense of slavery, rules make you less human and more like a robot...it's like a defined program you have to follow.
But not following the Rules brings a sense of Freedom, which further brings more of a Responsibility on one's shoulders that nothing should go wrong else they will be in a Soup.
And during that week I realized if I ever complain of not getting enough freedom at any place where I am, then am I really ready to take the responsibility of not following the rules and still not getting things wrong?
And came to the conclusion that :
Not following the Rules brings a sense of Freedom
And with Freedom comes Great Responsibility.
What do you think, are you Free? Are you Responsible?
Ponder on it...Food for Thought!!
