Francophone Mobility: The Francophone Minority Communities Student Pilot (FMCSP)

The Francophone Minority Communities Student Pilot (FMCSP) is an exciting initiative launched by Immigration, Refugees, and Citizenship Canada (IRCC) to encourage French-speaking international students to study in Canada, particularly in Francophone minority communities outside Quebec. This pilot program is a key part of Canada's strategy to bolster its Francophone mobility and immigration and support the vitality of Francophone communities across the country.

Francophone Mobility Benefits

The FMCSP offers numerous advantages to international students:

1. Lower Financial Requirements: Students only need to demonstrate 75% of the low-income cut-off associated with the municipality where their educational institution is located, which is less than the financial requirements for the standard international student program.
2. No Requirement to Prove Intent to Leave: Unlike other study permit applicants, students in this program are exempted from demonstrating that they will leave Canada at the end of their studies.
3. Pathway to Permanent Residence: Graduates will benefit from a direct pathway from temporary to permanent residence after completing their studies, making it easier to remain in Canada long-term.
4. Access to Settlement Services: While studying, students have access to settlement services to help them integrate into their communities successfully.

Eligibility Requirements

To be eligible for this program, applicants must:

• Be French-speaking international students from eligible countries (listed below).
• Provide a letter of acceptance from a participating Designated Learning Institution (DLI).
• Meet the adjusted financial threshold based on their location in Canada.
• Demonstrate proficiency in French, with a minimum requirement of CLB 5 in all language abilities.

Participating Countries

Students from the following countries are eligible to apply:

• Benin, Burkina Faso, Burundi, Cabo Verde, Cameroon, Central African Republic, Chad, Comoros, C?te d'Ivoire, Democratic Republic of the Congo, Dominica, Republic of the Congo, Djibouti, Egypt, Equatorial Guinea, Gabon, Guinea, Guinea-Bissau, Haiti, Lebanon, Madagascar, Mali, Mauritania, Mauritius, Morocco, Niger, Rwanda, Saint Lucia, S?o Tomé and Principe, Senegal, Seychelles, Togo, and Tunisia.

Financial Requirements vs. Standard International Student Program

The financial requirements for this pilot program are lower compared to the standard international student program, which typically requires proof of sufficient funds to cover tuition fees, living expenses, and return transportation. Under the FMCSP, the financial threshold is reduced to 75% of the low-income cut-off, making it more accessible for students from lower-income countries. The amount of money you need to have for living expenses to be eligible for the FMCSP depends on the size of the community where the main campus of your school is located. Participating Schools

The list of participating Designated Learning Institutions (DLIs) is not exhaustive yet but will be regularly updated as agreements with institutions are finalized. These schools are expected to be French-language or bilingual institutions located within Francophone minority communities across Canada. You can find the list of participating DLIs here.

Pathway to Permanent Residence

One of the most significant benefits of the FMCSP is its clear pathway to permanent residence. Upon graduation, students can transition from temporary status to permanent resident status, helping to sustain and grow Francophone communities outside Quebec.

You may be eligible for permanent residence (along with your spouse or common-law partner and dependent children) after you graduate if you meet the following criteria:

• you are a resident of Canada (outside Quebec)
• you have a valid temporary resident status when you apply
• you have received an eligible degree or diploma while participating in the FMCSP
• Additional criteria may be required.
