Foundational Thinking - IPWEA's IIMM

This continues the Foundational Thinking miniseries with an introduction of the Institute of Public Works Engineering Australasia’s (IPWEA) International Infrastructure Maintenance Manual (IIMM) first published in 1995.?Subsequent editions were published in 2002, 2006, 2009, 2012, and 2015.?There was also an IIMM supplement published in 2020 that clarifies alignment between the IIMM and ISO 55001 – Asset Management System Requirements.

Successive additions have built on previous additions making use of feedback, developing best practices, and incorporating emerging trends and technologies.?The first edition published the following principles for infrastructure maintenance management:

  1. Maintenance should be planned,
  2. Maintenance should be systematic,
  3. Maintenance should be targeted,
  4. Maintenance should be cost-effective, and
  5. Maintenance should be monitored.

Later additions developed these principles and added guidance and case studies.?IPWEA’s marketing post describes the IIMM as follows:

“The global standard in infrastructure management:?The 6th Edition of the globally acclaimed, International Infrastructure Management Manual (IIMM) has been driven largely by the updates to the ISO 55000 Asset Management Standards. Recognizing that the ISO Standards are very much the “What to do”, the IIMM provides the “How to do it” in terms of applying the standards for infrastructure asset management. The Manual provides valuable learnings for those who have a vital stewardship role in managing the investment in infrastructure on behalf of their community, customers or investors.”

The IIMM provides a detailed “how to do it” description of asset management from a maintenance management perspective.?The manual is organized into parts and chapters that provide a logical thought progression organized through an IIMM defined framework.?The high-level table of contents of the 2015 edition is:

  • Chapter 2: Infrastructure Asset Management
  • Chapter 3: Principles of Infrastructure Maintenance Management

  • Chapter 8: Condition Assessment and Monitoring
  • Chapter 9: Rehabilitation and Renewal
  • Part 4: Infrastructure Maintenance Management Systems

The IIMM provides a guide to infrastructure maintenance management that can be helpful to many organizations.?It employs an engineer and maintenance manager perspective, and therefore is strong in structure, organization, logic and process flows.?The fact that it has been in circulation for more than two decades and has been updated numerous times is a testament of its value and utility to this community.? As a result, the IIMM is a well-recognized source for foundational asset management thinking.

With respect to monitoring, a key item is cost management. Many/most organizations simply record costs. An current and LOCALLY RESEACHED database of preventive maintenance tasks and costs (labor and materials) for all frequencies is a critical tool in this regard. 4bt.us
