To foster the healthy development of special customs supervision areas and maintain a fair business environment, the following are announced:
- Authorities must enhance checkpoint management, maintain facilities, and keep records for at least 3 years. Non-cargo vehicles and personnel are banned from non-cargo channels.
- Vehicles must use cargo channels, and enterprises must accurately declare all goods movement.
- Customs inspects goods at checkpoints as per "Customs Inspection Measures". Enterprises must cooperate with inspections and provide necessary information. Goods not released by customs cannot be used.
- Untrustworthy enterprises cannot self-transport goods between the first line and special supervision areas. Customs will handle transit and supervise transport.
- Items entering or leaving the area are subject to customs supervision as per this announcement.
- In case of discrepancies, this announcement takes precedence.
