Strategic planning differs from operational or tactical planning in that it is focused mere on what is to be accomplished rather than how it will be accomplished, Operational and tactical planning is important for accomplishing the day-to-day work of the department, but without Strategic planning, the department will not move forward to achieve its vision and long-term goals.
If the prospect of developing a strategic plan seems overwhelming, focus on the most critical issues for your department, such as the need for funding new apparatus, or recruitment in addition, don't try to go it alone. Establish a committee to develop the strategic plan.
