Follow-up Culture: Crippling the Productivity of Organizations

We really need to do away with the follow-up culture - both at an individual level and organizational level.
It should be strongly discouraged to follow up from someone and motivate the employees to take ownership and work responsibly as per the estimated deadline or before that.
Often, I come across colleagues and clients who follow up from me every single day before the deadline. I find this practice absolutely disappointing. Why should someone have to follow up from me even before the deadline? Don't they trust me?
Another scenario is when I have to follow up from someone for work (or sometimes even for payment). That, again, is not a good practice. If at all, someone feels that the assigned work might not be completed by the pre-decided deadline, they should inform. This applies to everyone, including me.
It isn't a pleasant experience when someone has to follow up from you or you have to keep following up from someone.
Everyone should be proactive enough to manage their tasks according to the priority and let the concerned professionals know if there are any challenges or discrepancies.
In most cases that I have witnessed, follow up served as a reminder of the deadline. It would not create a negative impact if the message is delivered in a gentle manner. Sending follow-ups a couple of time might be irritating but a gentle reminder would always be appreciated.?
