My Five (5) Recommendations in the Implementation of the Medium-Term Development Plan 2023 – 2027
Kudos to those who gave their time, commitment and efforts into developing the Medium-Term Development Plan 2023 – 2027 for the nation.
The major challenge that still remains for ages with most of our government agencies and the government itself is the effective implementation, monitoring and evaluation and achievement of all the plans that is put in place.
Many times, we write very colorful development and strategic plans and file them away in our office shelves or keep them in our office draws and continue with our normal daily administrative functions or operations until the term is about to expire. Imagine if all our government policies, laws, development plans and strategic plans etc.. are implemented the way it was intended to be, I believe we will not be in the state we are in.
It is my five (5) personal recommendations as a citizen to the appropriate authorities and the government of the day to:
2. Focus most of the government energy, resources and time in to working towards achieving them and achievement is possible. Prioritize funding for agencies or organization that align their plans with MTDP 2023 – 2027.

3. Department of Personnel Management have to develop annual work plans and with Key Performance Indicators that shows very clear targets (that is tied to MTDP 2023 – 2027) for all CEOs, Managing Directors etc. of all government agencies to achieve each year.
4. Department of Personnel Management, Finance and Planning with other key departments and stakeholders to work together to set Performance Based PDR Systems and do annual performance assessments without fear or favor for both the organizations and their Executive Management Team. Fund those organization who have achieved their targets and are also accountable in providing all their financial reports etc. back to the government. Giving directives only as the Prime Minister or Minister responsible will do nothing until our words are putting to action and performance are properly and effective managed.
In line with performance management, recruit very competent workforce that will have the energy, technical know-how etc. to add towards achieving this goals.
Outsource this responsibility if DPM feels that it has many other things to do.
?5. With the push to develop more jobs, Entrepreneurship and SME is the answer to that. Government’s current approach is very unfriendly to local business. High taxes, so many acts and laws to comply to, with very high operational cost and after all the government still wants 40% of what is left of that the business can use as profit to further improvement and grow their business while creating more employment opportunities therefore some of those unfriendly laws needs to be reviewed. Government should give the opportunity or listen to business owners to help develop policies etc. in line with MTDP 2023 – 2027 as we work towards achieving the MTDP 2023 – 2027.
