"Fitness" in the Labor Market

The labor market is Darwinian. By that I mean the most well-equipped (generally regarding social ability, sometimes regarding competency) individuals are the most successful. They have the easiest time finding employment and undertaking successful career transitions. On the flip side, the fittest employers (by “fittest” I mean those who are able to pay the top 30% or so of wages in their respected industry / geography) continually win a lion’s share of the most well-equipped talent.

Realistically, most employers in Arkansas – including many prominent industries such as manufacturing, light / heavy industrial, warehousing, hospitality, and government – are often left vying for the best candidates in between the blue line and green columns; which isn't a huge population. Statewide, this population probably totals around 55,000 to 60,000 individuals. Furthermore, many of the individuals in this population often face at least one barrier to employment and would have a much higher chance of success if their future employer assisted by facilitating resources to help them overcome the barrier(s). They can be capable workers, but oftentimes their chances of long-term, on-the-job success would be greatly improved if their employer had systems in place to help address their barrier(s).
