Recent fire safety revisions for a residential development in Penge, south-east London, have drawn sharp criticism from the Fire Brigades Union (FBU) and the London Fire Brigade (LFB). Despite these concerns, the project was approved by Bromley Council and the Greater London Authority.
The development, located on the site of the former Blenheim Shopping Centre, includes 230 homes across six blocks ranging from three to 16 storeys. Initially proposed in 2022 by Hadley Property Group in partnership with Clarion Housing Group, one block, designated Block A, was designed to stand at 18.74m with a single staircase.
Following updated government guidance in 2023, which mandated two staircases for residential buildings over 18m high, the developers modified Block A to 17.7m – just 30cm below the threshold.
The LFB expressed disapproval, stating that the revised plans failed to align with the "spirit" of fire safety guidance. A council-approved letter from the brigade noted that reliance on a single staircase in such a tall building was ethically questionable.
Despite this, Bromley Council granted approval in March 2024, with the Greater London Authority following suit in December.
The FBU labelled the adjustments as “shocking,” pointing out that the risks posed by the revised building height remain comparable to those of taller buildings that would require two staircases.

A local campaigner echoed these concerns, questioning the ethical implications of proceeding with the current design.
In their defense, Hadley Clarion stated that the design complies with all current building regulations and that they proactively adjusted their plans in response to evolving fire safety standards, even though transitional measures would have allowed them to retain the original height.
The debate highlights the complexities of balancing compliance with fire safety regulations and ensuring ethical decision-making in development projects. It also underscores the importance of prioritising safety, even when formal requirements are met.
