It is often much cheaper to film in Europe than in the US, plus you do not need to deal with the US crew unions which can add a lot to the costs so?your budget might be lower by filming in France.
Once you have development funds, you can make a comparative budget, US vs France including?actual production costs (which I believe will be cheaper in France) and added rebate and local funds also available. That would give you the best overview.
In my experience as a producer with a slate of a dozen films currently in different stages of development and having worked with a few producers, I find it is cheaper and more efficient?to make movies in Europe. France is a beautiful country and it is attractive?from a sales and marketing point of view as many viewers are tired of seeing the same old Georgia or other US states.
LA is very expensive and it is very difficult to access the tax credits there. As an example, the latest Demi Moore film, The Substance, was filmed in Cannes, France but made it look as if it was filmed in LA.
On a comparative?note, I filmed in Georgia where tax credits seem more appealing but, at the end of the day, most local crews where already taken by so many larger productions, and so we had to bring in crews from all over which cost more, and we were forced by the union of a certain minimum in crew positions and hires. This isn't the case in France. Crews work together thinking about saving money to the production, work as a whole, as a team.
The only issue I found is that most Americans have difficulty working with French because of language and mentality differences.
And that is my advantage. Being fluent in both and having been raised in France, Canada and living in Florida, I have an international mindset and a notoriety in France due to many best sellers I published there.
