Understanding money laundering
Money laundering refers to the process of transforming illicit gains from criminal activities such as drug trafficking, fraud, and corruption into legitimate funds. This involves concealing the origins of the funds. This crime is done in three stages:
Placement: this is the initial stage of money laundering where funds are introduced into legitimate financial systems through small cash deposit, purchase of money orders, betting and gambling or commingling the illicit funds with business taking.
Layering: this is the second phase of the process, where the origins of the illicit funds are being obscured. This is done by moving the funds around the financial system through complex transactions to make it difficult to trace it back to the source. It can be done by moving funds between multiple bank accounts or through loan back schemes.
Integration: ?this is the final stage where funds are being reintroduced into the economy, the illicit funds which now appear legitimate are reintegrated into the economy making it difficult to distinguish between illicit and legitimate funds. This is done through set up of trust funds, sponsoring social clubs, real estate purchases or luxury assets purchases.

Botswana’s key vulnerabilities
Botswana has made efforts in addressing anti money laundering vulnerabilities, but certain inadequacies persist thus threatening to undermine the financial integrity and global standing of the country, these challenges include:
Heightened cross boarder threats- Botswana ‘s geographical location and regional dynamics makes it more exposed to money laundering risk. Its proximity and trade-based reliability on neighboring high-risk countries makes it easy for illicit funds to be channeled into the country. The lack of advanced technological tools at Botswana boarders makes it easy for criminals to move money or goods undetected through cash couriers or unregistered financial intermediaries.

Weak international cooperation- While Botswana is a member of Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG), there is still need for more robust cross boarder collaborations. Limited coordination and joint enforcement efforts make it difficult to track and disrupt illicit funds across jurisdictions.
Smuggling and trafficking routes- Southern Africa region has smuggling and trafficking routes particularly for illegal goods such as wildlife products, minerals and drugs. Since Botswana is a home for significant populations of endangered species which are targets for poaching and illegal wildlife trade, poachers smuggle ivory and rhino horns through Botswana.
Informal sector- Botswana’s informal sector which include unregulated businesses and cash-based economies pose challenges for effective AML efforts. These informal sectors include unregistered microfinances and savings groups(metshelo), unregistered social clubs and unregulated real estate transactions.
Botswana’s AML Efforts
Public- Private Partnerships: effective financial crime prevention depends on seamless cooperation between financial institutions, regulatory bodies and law enforcement agencies. These partnerships enhance crime detection and contribute to the development of an efficient financial infrastructure. The Financial Intelligence Agency has recently launched the FIA PPP partnership with Banks and Money Servicer Providers, this an effort geared towards combating financial crime.

Strengthened Regulatory Oversight: Botswana has enhanced its supervision of financial institutions to ensure compliance with AML regulations. The Bank of Botswana and the Non-Bank Financial Institutions Regulatory Authority (NBFIRA) play key roles in ensuring that banks, insurance companies and other financial institutions implement robust AML policies and practices, including customer due diligence (CDD) and know your customer measures. Regular on site examinations, assessments and spot checks are conducted to ensure compliance with these regulations.
