The 2025 Philanthropy Southwest (PSW) Leadership Summit in Laintes Vegas hosted an important discussion on federal advocacy and local engagement, led by Sara Barba , Principal at Integer , and Joi Holliday Sparrow, M.Ed , District Director for Congressman Steven Horsford . From January 27-29, PSW volunteer leaders—board and committee members—gathered to explore how philanthropy can shape public policy to drive meaningful impact in communities across the Southwest.
Shaping Policy in a New Era
Sara Barba opened the session by discussing the current federal landscape, highlighting the new administration's priorities and their implications for philanthropy. She addressed pressing topics such as proposed donor-advised fund regulations and the potential impact of the 2025 tax reform on foundations and nonprofits.?
Barba encouraged PSW members to connect with policymakers, noting that educating members of Congress and their staff is critical to securing favorable outcomes in policy debates. “Engaging at both the district and DC levels gives philanthropy a seat at the table when it matters most,” she said, underscoring the importance of sustained advocacy.

Connecting Local Impact with Federal Policy
Following Barba’s presentation, Joi Holliday Sparrow, M.Ed offered insights into bridging local and federal advocacy. She emphasized the unique role of district offices as entry points for engagement, describing them as key players in connecting local organizations with federal decision-makers. “Success has been seen primarily when meetings start at the district level,” Sparrow shared. “District offices provide insight into local priorities, which can inform and strengthen conversations with DC offices.”
Sparrow encouraged PSW members to align their community impact with federal policy goals by sharing impact reports, attending district events, and collaborating with grantees. Joint engagements, she noted, can showcase the broader influence of philanthropy and amplify the sector’s voice.
