FATF Grey List update: JURISDICTIONS UNDER INCREASED MONITORING - 21 FEBRUARY 2025

Jurisdictions placed under enhanced monitoring are collaborating closely with the Financial Action Task Force (FATF) to address significant gaps in their legal and operational frameworks designed to combat money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction. Being on this list indicates that a country has committed to resolving identified weaknesses within a specific timeframe and is under intensified oversight by the FATF. This group of countries is often referred to as the "grey list."

Since October 2024, the FATF has reviewed the progress of several countries in addressing these issues. These countries include:

  • Bulgaria
  • Burkina Faso
  • Cameroon
  • Croatia
  • Democratic Republic of Congo
  • Kenya
  • Mali
  • Mozambique
  • Namibia
  • Nigeria
  • Philippines
  • South Africa
  • South Sudan
  • Tanzania
  • Venezuela
  • Vietnam

For these jurisdictions, updated statements on their progress are provided below.

Several other countries, including Algeria, Angola, C?te d’Ivoire, Haiti, Lebanon, Monaco, Syria, and Yemen, have opted to defer their reporting to the FATF. As a result, their status remains unchanged as of October 2024. However, this may not fully reflect the latest developments or progress in these countries' Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) frameworks.

It is important to note that the Philippines is no longer subject to increased monitoring, signaling that it has made sufficient progress in addressing the FATF’s concerns.

In addition, the FATF has recently added Lao PDR and Nepal to the list of jurisdictions under enhanced monitoring after completing its review.
