Are Extraterrestrials preparing our collective psyche before official contact?

After publishing The Embassy For Extraterrestrials Project’s Top Five FAQs article on LinkedIn, Mrs. Antonescu Virginia Madalina—expert in the area of international relations—made a comment that I would like to respond to. ?And I want to thank her for trying to shed more light on the issue and for initiating a constructive conversation about this very special and important topic.
But first, let us define the term, “Extraterrestrial.” ?According to the Cambridge Dictionary, it is defined as, “In or coming from a place outside the planet Earth.” ?Some call them aliens but, for me, the term ‘alien’ alienates (pardon the pun) rather than unites. ?And because we are speaking of a group of extraterrestrial humans who created us in their image, we are related to them in such a way that there is no need to use such a divisive term. ?The same ‘extraterrestrial’ definition applies to the term ‘god’. ?We always said that god was in heaven, hence ‘outside the planet Earth’. Therefore, I think ‘extraterrestrial’ is a suitable term when it comes to describing beings coming from outside the Earth’s environment.
Now, back to Mrs. Antonescu Virginia Madalina’s very interesting and stimulating comment.
She stated, “The term ET is not unanimously juridically defined and agreed upon, and no state can substitute the United Nations in dealing with such an issue, in the absence of a universal agreed upon perspective on the protocol, as defined under a new specially-created UN organism/conference.” ?I partly agree with this argument especially when she says that?the term ET is not unanimously juridically defined and agreed upon. ?Nevertheless, despite the lack of unanimity, I believe there is at least a consensus about extraterrestrials referring to someone or something coming from outside the planet Earth.?In terms of the second part of her statement, in international law, extraterritoriality is the state of being exempted from the jurisdiction of local laws, usually as a consequence of diplomatic negotiations.?So, two (or more) countries could very well decide and agree to sign diplomatic agreements without the UN framework or authorization. ?This being said, even if we do not necessarily need a ‘’specially-created’’ organism/conference organized by the UN to discuss and eventually agree on a special protocol that includes an extraterrestrial civilization to a new convention or to the Vienna Convention on Diplomatic Relations (1961), we certainly agree on the process of either creating a new Protocol or building on an existing one.?
She continued, “Despite the states’ agreement on such a protocol, the problem is that not all states will embrace the definition of ET. ?For example, robotic/AI or hybrid creatures will not be introduced into the concept of "living being," and non-state actors also have to agree on such a protocol. ?A very complicated issue needing a serious approach, not idealistic phrases.” I’m not sure what Mrs. Antonescu Virginia Madalina means by ‘idealistic phrases’, but if she implies that very good things can be achieved—even if this seems unlikely to other people—she is right. ?I’m an idealist! ?And our world would not have become what it is today without idealists. We can also agree on the fact that it is a ''complicated issue,’’ a very challenging issue, I might add, because if we are to officially welcome beings from another planet, a major paradigm shift will have to take place. Time is our best ally as it is becoming increasingly clear that these beings are already preparing our Humanity for an official contact.
She added, “The most amusing thing is that you imagined the ET should be put into the ridiculous situation of accepting as disposable, as being received by personnel chosen by you. Wrong premise. For superior civilized species, it is possible that so-called (self-called) diplomatic personnel should mean nothing, and you find yourself stuck into a situation without any solution.” ?Imagine a hypothetical scenario where we create life on another planet or we simply discover the existence of a civilization somewhere in the universe, and we have the technological means to travel to their planet. ?Would it not make more sense to prepare their collective psyche for our arrival and official contact, rather than just land on their planet unannounced knowing this could cause mass hysteria??The answer is obvious. But more importantly, we would: 1) Contact someone on their planet and inform that contactee of who we are asking him/her to spread our peaceful message to the world in anticipation of our official arrival, 2) Until that official contact happens, prepare their collective psyche by making our presence increasingly visible by way of UFO sightings, and 3) Send deliberate signs such as crop circles (if they have crops) and give them something to reflect on. Perhaps there are other options, but these are the ones that the extraterrestrial civilization currently visiting us chose in order to prepare us before their official return to Earth.

She ended with this statement, “The amusing thing with protocol and embassies can be available for inferior species of ET (with one civilization and other little accomplishments of that kind). ?The real Magnificent Civilizations (to call it in such poor language) do not need to be recognized and received with protocols. ?For others, it is amusing to see what protocols are on earth (comparing with earthian general level of civilization).” ?True!?They do not need to be recognized.?But because of what they represent in relation to us, it is imperative for us to first recognize them in order to welcome them officially.?Then they could meet with our nations’ leaders, and we could benefit tremendously from their knowledge, advanced technology and wisdom.?We should welcome them with the respect they deserve by making sure the legal and diplomatic framework allows them to land peacefully, respectfully and without being attacked by our armed forces like it is unfortunately happened in the past and very likely happening now.?
Our solution is to make sure that Humanity is ready to welcome an ET civilization, that there is a diplomatic framework recognized by a majority of nations and that they are welcomed in an Embassy with the same extraterritoriality the smallest nation on Earth has.?Thank you again for sharing your point of view.?I hope to have the privilege of speaking with you and any other person wishing to discuss this important matter.
