Extension of toll road sections in Poland

Current network of toll motorways and motorways

In Poland, tolls are currently in force on approximately 3620 km of national roads. Toll sections are located on the three main motorways: A1, A2 and A4. Tolls are collected by the Main Directorate for National Roads and Motorways.

In addition, on selected routes such as:

- A1 Gdańsk-Toruń (Rusocin-Nowa Wie? section)

- A2 ?wiecko-Konin

- A4 Katowice-Krakow tolls are collected by private concessionaires. The payment system organised in this way is intended not only to finance road maintenance, but also to invest in their modernisation.

New toll road network

On 5 August, a draft amendment to the National Roads Ordinance was published, which provides for the extension of the toll road network. The new tolls will take effect from 1 November and will cover an additional 1,600 km of routes (a list is attached below), making a total of 5,200 km of tolled sections. A spokeswoman for the Ministry of Infrastructure stressed that the introduction of these changes is a result of the failure to update the system since 2017 and the need to generate revenue for further road investment.

Increase in toll revenues

It is assumed that revenue from the newly introduced tolls will increase to around PLN 1.2 million in the first year. It is worth noting that the tolls will only apply to vehicles weighing more than 3.5 tonnes, which means that cars and motorbikes will be exempt from the charges.


Levelling the playing field in transport

Another reason for introducing additional toll road sections is the need to bridge the barriers between road and rail transport. It is worth recalling that currently 100% of the length of railway tracks are tolled, while for national roads this percentage is only 1%. The introduction of additional road tolls is intended to increase competitiveness and support rail transport.

The extension of the toll road network in Poland is a step towards modernising the infrastructure and increasing its efficiency. The new charges, which will come into effect from 1 November, are intended to generate additional revenue for road investment and to remove barriers to transport. It is worth keeping an eye on developments and the effects this change will have on drivers and the entire transport sector in Poland.

The extension will cover the following sections:

1) A1 motorway in the section Piotrków Trybunalski Po?udnie interchange - Pyrzowice interchange;

2) A2 motorway in the section Lubelska junction - Choszczówka D?bska junction (junction with 220207W municipal road);

3) S1 expressway within the section Milówka (connection with state road No. 1) - Zwardoń

4) the S2 expressway within the section Pu?awska junction - Lubelska junction;

5) S3 expressway on the section:

(a) Par?ówko junction - Mi?kowo junction,

b) Skwierzyna Po?udnie junction - Mi?dzyrzecz Po?udnie junction,

c) Nowa Sól Zachód junction - Bolków junction;

6) S5 expressway at sections:

(a) Bydgoszcz Pó?noc interchange - Gniezno Po?udnie interchange,

b) Poznań Zachód interchange - Rydzyna interchange,

c) Korzeńsko junction - Wroc?aw Pó?noc junction;

7) S6 expressway at sections:

a) Goleniów Pó?noc junction - Nowogard Zachód junction,
