Immigration, Refugees, and Citizenship Canada (IRCC) has issued invitations to apply (ITAs) in the latest Express Entry draw, marking another significant milestone in Canada's immigration landscape. This draw specifically targeted Canadian Experience Class (CEC) candidates, inviting a total of 5,000 individuals to apply for permanent residency.

Comprehensive Ranking System (CRS) Score Requirement

To be considered in this draw, candidates needed a minimum Comprehensive Ranking System (CRS) score of 510. This score ensures that those invited have a strong potential to contribute to the Canadian economy and society based on various human capital factors.

A Busy Month for Express Entry

July has been an exceptionally active month for Express Entry, with today’s draw being the ninth of the month. Throughout July, IRCC has issued a total of 25,125 ITAs, reflecting the department’s commitment to meeting its immigration targets.

Program-Specific and Category-Based Draws

This month has seen a mix of program-specific draws, such as the CEC and Provincial Nominee Program (PNP), as well as category-based selection draws. Category-based draws have targeted candidates with specific skills or attributes that are in high demand in Canada. For instance, 5,000 ITAs were issued to candidates demonstrating French language proficiency over two draws. Additionally, IRCC issued 3,750 ITAs to healthcare candidates on July 5 and 1,800 to candidates in trade occupations on July 4.

High Number of ITAs in Program-Specific Draws

As of July 31, IRCC has invited 11,300 CEC candidates and 3,275 PNP candidates. These candidates often already reside and work in Canada as temporary residents. The return to program-specific draws on May 30, after a year-long hiatus, aligns with IRCC’s strategy to focus on domestic candidates.

New Immigration Goals

In March 2024, IRCC introduced a new goal to reduce and stabilize the number of temporary residents in Canada while meeting its permanent resident targets as outlined in the Immigration Levels Plan. This strategic shift aims to balance the immediate needs of the Canadian labor market with long-term demographic and economic goals.

Understanding Express Entry

Express Entry is Canada’s primary application management system for three major economic immigration programs:

  • Federal Skilled Worker Program (FSWP)
  • Canadian Experience Class (CEC)
  • Federal Skilled Trades Program (FSTP)

Comprehensive Ranking System (CRS)

The CRS evaluates candidates based on several human capital factors such as age, education, occupation, language abilities, and work experience. Each factor is assigned a score, which together form a candidate’s overall CRS score. Higher scores increase the likelihood of receiving an ITA, as these candidates are deemed more likely to contribute positively to Canada's workforce and demographics.

Faster Processing Times

Express Entry is designed to facilitate faster processing for high-skilled candidates, with a service standard of six months for processing applications.

Introduction of Category-Based Selection

To better target candidates with the skills and attributes needed in Canada, IRCC introduced category-based selection draws in May 2023. The categories were developed following consultations with various stakeholders and include:

  • Healthcare occupations
  • Science, technology, engineering, and mathematics (STEM) professions
  • Trades occupations (e.g., carpenters, plumbers, contractors)
  • Transport occupations
  • Agriculture and agri-food occupations
  • French-language proficiency

These categories will remain in place for the remainder of 2024, though they may be adjusted in the future based on evolving labor market needs.
