Aloha Dan - We saw transfers as a solution all the way from Mead and Powell 20 years ago but just a bit ahead of readiness for many at that time. As Donald states, the details drive the new roads to reliability.

As always, the devil is in the details, but the concept is right. Arizona pays the cost of desal, San Diego “sells” some of its Colorado River water in exchange. Don’t move the molecules; move paper.
