He never mentioned any sort of customs union and that's not on the table. It's an origin cumulation agreement that's being discussed.

Hello - just to clarify any misinformation that is circulating. The Pan-Euro-Mediterranean Convention is not a customs union and it does not entail the free circulation of goods between partner countries. It is an agreement to harmonise rules of origin, so that goods produced from raw materials or intermediate sourced from partner countries may benefit from cumulation, if the items are produced in a region different to the country of origin. The UK and EU already have an agreement established which enables tariff free access on a bilateral basis. Joining PEM would extend the agreement on a multilateral basis, but would not entail free movement of goods. Customs declarations would still be a necessary obligation, however, access to preferential tariffs would be extended to include products made from materials originating in PEM members. Currently, they would lose access to preferential origin when crossing into a different region in accordance with Article 154 of EU regulations 952/2013. I would definitely advocate the UK’s access to PEM and it is great to hear active discussion on customs regulations in the news.
