10 个月Linda ... one more factor ... ENFORCEMENT! What are the factors influencing enforcement? Enforcement must be robust, resilient, and devoid, as much as possible, from political forces that want to "free" business of as much red tape as possible. A politician may say "sure we'll uphold the law" but then underfund the department in charge of enforcing the law. That's when you need strong auditors in municipal, provincial and federal governments to closely scrutinize the effectiveness of laws that protect employees' rights. I agree with you Linda, NO EXCUSES!
