I would like to know if AWS 9 has a feature that allows customers to monitor spend based on consumption, as well as adjust workloads to ensure they can monitor and predict spend similar to what my team implemented for our customers for Microsoft Cloud?

I completely agree with these concepts. However, the biggest motivation for a company to go to the cloud is cost reduction! And reducing costs in the cloud is an ongoing activity that requires in-depth knowledge.
