Eviction trends during 2023

As 2023 comes to an end, it's a good time to evaluate how eviction filings have behaved in the last 12 months. Although we still haven’t received data for December (this will come in January 2024), the numbers for this year so far reveal concerning patterns compared to 2022. As always, you can analyze the data yourself in our Eviction Tracking System, which includes numbers for more than 30 cities and 10 states across the country.

In most of the locations we track, there's been a noticeable increase in eviction filings for 2023. This includes 18 areas, like Phoenix, Minneapolis, Las Vegas, and Houston, that have seen significant spikes with averages surpassing pre-pandemic levels.

In Phoenix, for example, landlords have filed 29% more evictions than in a regular year before the pandemic. And when we compare the period of January to November in 2023 to the same months in 2022, there’s been an increase of 24% in filings.

In Las Vegas, the eviction filings are 61% higher than in pre-pandemic years for the last 12 months. And in Minnesota, the Twin Cities are 39% above the pre-pandemic averages.

The situation is also intensifying in 16 other locations, like the states of Virginia, Wisconsin, and Connecticut. These areas are witnessing a concerning trend of escalating eviction numbers.

In Virginia, for example, numbers are still below pre-pandemic averages, but when you compare January to November 2022 to the same months in 2023, there was an increase of eviction filings of 36.7%. Wisconsin seems to have reached a new normal, with evictions at or above the pre-pandemic averages month after month. Connecticut is up 5% compared to the data averages before the pandemic.

However, there's a glimmer of hope in some cities like New York, Philadelphia, and Austin, where eviction numbers have remained below the pre-pandemic averages. These cities had some of the most effective eviction prevention during COVID and some of these policies remain.

Again, it's important to note that these numbers represent data up to November 2023, not the entire year, and in some locations, there might be data delays.
