Let citizens understand and discharge their responsibilities...citizens have to strengthen hands of authorities and empower all stakeholders in restoring rule of law.if citizens determine to fight out lawlessness collectively and with a strong will,there is no reason why graph of crime should not come down.Even strict vigil on the part of citizens can have its resultant affect...but there should be an action .a collective action on the part of authorities and society could create a momentum of rule of law ..
