Events, 2025 budget news and HR updates ??

Autumn always seems to signify a new start – even if that back-to-school feeling is many years behind you. And indeed, we have new beginnings all round in this edition of our newsletter!


What the 2025 budget plans mean for businesses

On 17 September, King Willem-Alexander announced the Dutch government’s budget and plans for the coming year, including important legislative changes for businesses.

These include:

  • The decrease?of the 30% tax ruling for highly skilled migrants to the 30/20/10% ruling has been reversed; instead, the tax advantage will be reduced to 27% in 2027.
  • A third tax bracket will be introduced for lower incomes in 2025, leading to a reduction of tax on the first part of your income. The employment tax credit will increase, while the general tax credit (algemene heffingskorting) will go down.
  • The previously increased tax rate on substantial interests will decrease.
  • The government aims to partly reverse the planned reduction of the SME profit exemption in 2025, proposing to set it at 12.7% instead of 12.03%.
  • The VAT rate on culture, books and sports is set to increase from 9% to 21% in 2026.


A new director for IN Amsterdam

We are very pleased to introduce our new director, Yulia Hess . Yulia has been in the role since August, after previously working for the Department of Work, Participation and Income. She moved to the Netherlands in 2007 and says the key factor in her family’s decision to stay was the Netherlands’ high quality of life and the work-life balance.

“My personal experience gives me a deep understanding of the challenges that newcomers face when settling in a new country,” she says. “Our city is a truly cosmopolitan destination, and contributing to a welcoming environment for people moving to live here is incredibly fulfilling.”

IN Amsterdam appointments update

We have updated the appointment forms for individuals, intermediates and companies not using our appointment tool. The forms have migrated to the Plan-IN systems, meaning they will look slightly different from what visitors to the site are used to. Apart from that, the process has not changed: it is mandatory to fill in the forms prior to calling the office to schedule the appointment.


Career support for spouses and partners

Supporting an international employee’s family is crucial, especially during the relocation process. In partnership with EURES , we provide free one-on-one career support sessions and group workshops for spouses and partners of highly skilled migrants, researchers, self-employed individuals, startup permit holders and EU citizens. With the help of personalised tips and guidance, spouses and partners can navigate the Dutch labour market with greater confidence.
