Evaluating Blockchain Applications

Independent from the political and technical arguments for or against Bitcoin (or other cryptocoins) as a currency, there exists the idea of the blockchain as an application component. How do you assess whether a use of the blockchain makes sense or is simply trying to ride the hype cycle? 

 Without even considering specific blockchains, it is possible to evaluate whether the claimed benefits are real and whether blockchains are even required or relevant. 

 Often this is enough to help determine your system direction, without having to parse the details of specific chains and their practical details.
