European Commission publishes Recommendation for adoption of Post-quantum Cryptography

The European Commission has published a Recommendation encouraging Member States to develop and implement a comprehensive strategy for the adoption of #PostQuantumCryptography #PQC in a harmonised approach across the EU, to help ensure the EU's digital infrastructures and services are secure in the next digital era.

Each national strategy is called to define clear goals, milestones, and timelines resulting in the definition of a joint PQC Implementation Roadmap. This should lead to the deployment across the EU of quantum-safe solutions via hybrid schemes that may combine #PQC with existing encryption solutions or with Quantum Key Distribution #QKD.

Further, the Commission calls Member States to close collaborate with EU cybersecurity experts, in particular with the European Union Agency for Cybersecurity (ENISA) on the evaluation and selection of the appropriate PQC algorithms and their adoption as EU standards for a harmonized implementation across the EU.

The EU intends to continue to cooperate actively with international strategic partners in the development of international standards in PQC to ensure interoperability of communications - here one can read between the lines collaborating with National Institute of Standards and Technology (NIST) and in its #PQC initiative that will lead to the first standardized PQC algorithms later this year.

  • As a limitation of the Recommendation, contrasting it with The White House National Security Memorandum on Promoting United?States Leadership in Quantum Computing While Mitigating Risks to Vulnerable Cryptographic Systems (NSM-10) and National Security Agency 's Commercial National Security Algorithm Suite 2.0, I notice the lack of a more stringent timeline with more strict deliverables and clear deadlines: the PQC Coordinated Implementation Roadmap is only to be available in two years' time, and the effects of the Recommendation will be assessed no later than in three years' time.
