EUETS.INFO: #EUETS transactions until September 2021

The transactions under the #EUETS until September 2021 are now available on EUETS.INFO.

This time the update has been a bit burdensome. Compared to the previous version released in May, about 110'000 transactions were missing in the data provided by the EU Commission on the registry page. These transactions are also no longer available via the EUTL page. For the moment, I restored the missing transactions based on the previous release. If anybody has an idea about why these transactions should be dropped, please let us know.
