EU Urged to Prepare for Quantum Cyber Attacks

A recent discussion paper has outlined proposals to safeguard member states within the European Union (EU) from quantum-enabled cyber-attacks. The paper offers recommendations on measures to be taken for enhanced protection.

A quantum cybersecurity agenda focused on Europe highlights the critical necessity of a new EU Coordinated Action Plan that promotes the development and adoption of quantum-secure technologies. The aim is to ensure preparedness before the anticipated 'Q-Day,' which signifies the moment when quantum computers become capable of compromising current cryptographic algorithms.

Experts predict that within the next five to ten years, there is a possibility of quantum computers emerging, which could render all digital information susceptible to cyber threats. This vulnerability arises due to the limitations of existing encryption protocols against quantum-powered attacks.

At the EU policy level, there is a recognized gap in addressing short-term threats, particularly regarding "harvest attacks." These attacks involve cybercriminals actively extracting encrypted data in anticipation of the future arrival of Q Day, when quantum computers may compromise current encryption methods. A strategic approach is needed to tackle such immediate threats.

?EU quantum cybersecurity agenda

  • Establishing an EU Coordinated Action Plan on the quantum transition.
  • Establishing a new expert group within the European Union Agency for Cybersecurity with seconded national experts to exchange good practices and identify obstacles to the transition to post-quantum encryption
  • Assisting in setting priorities for the transition to post-quantum encryption and pushing for cryptographic agility to respond to emerging vulnerabilities.
  • Facilitating political coordination between the European Commission, member states, national security agencies, and ENISA to determine technological priorities and identify use cases for quantum-safe technologies.
  • Facilitating technical coordination at the EU level to address research gaps in quantum-safe technologies.
  • Exploring the use of sandboxes to accelerate the development of near-term applications of quantum information technologies.
