In a significant development in the realm of international trade, the European Union is on the brink of imposing provisional duties on Chinese biodiesel imports, triggered by allegations of these products flooding EU markets at unreasonably low prices.
The European Commission, the authority overseeing EU trade policy, has put forth a proposal for tariffs ranging between 12.8% and 36.4%, specifically aimed at various Chinese producers such as EcoCeres Group and Jiaao Group. The intended duties are slated to be enforced from mid-August onwards, with the investigative phase expected to extend until February, potentially resulting in definitive tariffs that could span a five-year period.
The impetus for this action stems from a complaint lodged by the European Biodiesel Board (EBB), citing substantial harm inflicted on EU producers due to an influx of competitively priced Chinese biodiesel. Highlighting a stark scenario where Chinese biodiesel exports to the EU surged to 1.8 million tonnes in 2023, representing a significant chunk of China's biodiesel exports, EBB underlined the adverse repercussions on European firms. Noteworthy industry players like Chevron Renewable Energy Group, Shell, and BP have been compelled to either halt projects or curtail operations in response to this unsettling trend.
In a show of solidarity and anticipation of a market correction, the European Waste-based and Advanced Biofuels Association has thrown its weight behind the proposed measures. The organisation pins its hopes on these actions leading to the restoration of normal market dynamics following a tumultuous period that has persisted since late 2022.
