The EU's vision for a climate-neutral economy by 2050 is shaped through eight detailed pathways, each offering varying strategies to reduce GHG emissions by 80% to 100% compared to 1990 levels. These pathways focus on:
- Utilizing no-regret policies such as enhanced energy efficiency and renewable energy.
- Varying intensities of electrification, hydrogen, and e-fuels, alongside end-user energy efficiency and integrating the circular economy.
- Demonstrating the compatibility of a robust EU economy with stringent climate policies using existing technologies.

These pathways are not predictions but are plausible routes demonstrating the EU's commitment to climate goals. The initial five pathways focus on achieving at least an 80% reduction in GHG emissions by 2050, exploring diverse sectoral transformations. The sixth pathway aims for up to a 90% reduction by amalgamating the most cost-efficient options from the first five.
Pathways seven and eight target net-zero emissions through different means: the seventh emphasizes zero-carbon energy solutions and CO2 removal via bioenergy with CCS, while the eighth leverages the circular economy and sustainable land use to minimize reliance on CO2 removal technologies. Achieving climate neutrality will require a holistic approach, integrating multiple strategies to realize this ambitious objective.
