Ethics in Engineering

You are requested to be a 2nd engineer (B) on a small project, and the contract to be entered with the association of a multi story condominium undergoing complete concrete restoration project. They have an engineer (A) who appear to be relaxed in performing engineering inspections and found from reliable sources and from speaking to board members that engineer (A) is not spending sufficient time in the field in monitoring contractors concrete restoration as part of his duty and obligation as a special engineer/inspector and in fact the contractor was removing deteriorated concrete as well as sound concrete balconies and reinforcing bars, causing excessive cost to the association. The association wants to engage your services as a second engineer (B) for a second independent impartial opinion. First question is: 1) Do you take on this assignment? 2) If you do or dont why? 3) What steps or action will you take before making a decision whether to take on this assignment or not?

4) Would you contact the FBPE or local building department to find out the history of the project, call the contractor, engineer (A) and why?
