Job Description: The Florida Department of Health Office of Information Technology Business Automation and Information Management is seeking a very experienced Enterprise Architect for an upcoming project.?This scope of work is for an Enterprise Architect who will be responsible for assisting the Florida Department of Health articulate and operationalize technical aspects of a data modernization strategy. The Enterprise Architect will assist the Florida Department of Health in evaluating business, technical, and governance needs as well as vendor solutions and to architect and provide technical guidance during implementation of a centralized, operationally efficient, cloud-based Data Ecosystem. The Data Ecosystem encompasses systems and data storage that provide Data Governance, Integration, Data Lakehouse, Business Intelligence, Advanced Analytics and Artificial Intelligence functions. The EA will provide these services to the Department onsite in Tallahassee, Florida.? Responsibilities:

  • Assist the Department with reviewing current and future state artifacts and recommendations from the vendor engaged to supply the technical framework supporting the data and analytics modernization initiative as directed by the Department.
  • Actively contribute to building, documenting, and visualizing the Data & Analytics Strategy and Roadmap, as well as ensuring alignment with business requirements and the Department’s 5-year Strategic Plan as directed by the Department.
  • Assist the Department design the enterprise data modernization architecture framework that will support data governance and quality efforts as well as the data ecosystem including all data pipelines, data structures and storage, access management/security, sensitive data protection, processing, and integration. The architecture will also address data exchanges to and from internal and external organizations and include strategies to support advanced analytics, reporting, visualizations, and artificial intelligence projects as directed by the Department.
  • Assist the Department design and implement technologies that support efficient enterprise Data Governance operations, such as Master Data Management, Data Quality, and Data Catalog, to also encompass features of an enterprise Master Person Index (MPI) domain solution which is a key component of the overall data modernization strategic effort for successful systems integration and interoperability of Department systems, as directed by the Department.
  • Assist the Department with discovery and evaluation of the vendor tools/systems that are best aligned with the data monitorization strategy and future state architectural framework as directed by the Department.
  • Estimate and project total cost of ownership per vendor tool/system, including licensing/subscription costs, data storage/processing costs, and labor required to implement and maintain.
  • Create a scorecard of required capabilities and features of each vendor tool/system to be evaluated along with a weighted scoring mechanism for purposes of unbiased comparison and selection of the vendor/tool as directed by the Department.
  • Assist the Department with the vendor tool/system evaluation process through supplying the selection committee (to include business, project team, information security, and IT) with research and demos; then collating scores from all participants per evaluated tool/system and recommend the best fit, as directed by the Department.
  • Assist the Department lead joint application development (JAD) sessions to create the visual Entity Relationship Diagram (ERD) for the entire Department of Health as directed by the Department.
  • Assist the Data Governance and DMI Project team with identifying Master Data Domains and attributes (considering the MPI requirement), as directed by the Department.
  • Assist the Department with reverse engineer and profile prioritized source systems, then lead JAD sessions to create the conceptual and logical data models for related entities and subject areas to be loaded in the first wave to the new data ecosystem, as directed by the Department.
  • Assist the Department to assess requirements and create a modernized, secure, standardized architecture for the collection, movement, access, and storage of internal and external data exchanges as directed by the Department.
  • Perform assessments and create a strategy to optimize the existing/legacy Data Exchange Interfaces, as well as creating a sunset plan, as directed by the Department.
  • Collaborate with developers, management and cross-functional teams and stakeholders at the enterprise level systems daily as directed by the Department.
  • Assist the Department to develop and establish data governance, master data management, data architecture and sensitive data protection principles and policies as directed by the Department.
  • Assist the Department in developing and implementing data standards, policies, and quality scorecards to ensure data integrity, security, and the main dimensions of Data Quality including accuracy, completeness, timeliness, consistency, validity, and uniqueness, as directed by the Department.
  • Develop strategies for cost and performance optimized data storage, backup, and disaster recovery as directed by the Department.
  • Assist the Department to ensure compliance with data security, privacy, and regulatory compliance as directed by the Department.
  • Actively participate in project status meetings as directed by the Department.
  • As directed by the Department, follow Department IT governance and processes, and coordinate with other Department IT staff to ensure compliance with Department standards and guidelines (such as the Department Policies and Procedures) as provided by the Department.

Education & Experience:

  • Master’s degree in Computer Science, Analytics/Data Science, Information Systems, or another related field. Equivalent work experience may be substituted for the educational requirements at a rate of one year of experience for one year of education.
  • 5?years of experience interfacing directly with various lines of business; must demonstrate an understanding of general business operations, preferably in healthcare related fields.
  • 8 years of experience in Data Warehouse and Data Lake architecture, design, and development.
  • 10 years of experience in data architecture data modeling (including Entity Relationship, Logical, Conceptual, and Physical models), and data profiling/reverse engineering in both schema-on-read and schema-on-write environments. The experience includes proficiency with standard modeling tools like Erwin.
  • 10 years of experience with Data Pipeline tools, including design, performance optimization and development/engineering, for both batch (i.e., ETL) and streaming (i.e., Kafka) capabilities.
  • 1 year of experience with Data Mesh and/or Data Fabric architecture design and/or implementation.
  • 10 years of experience with SQL programming inclusive of stored procedures, functions, and triggers.
  • 5 years of experience with Python or similar object-oriented high-level programming language.
  • 10 years of experience with relational and No SQL (Document, Graph, Key-Value) databases.
  • 10 years of experience implementing cloud architecture patterns in cloud platforms like Azure or AWS, including ingress/egress, security considerations and storage/processing cost optimization.
  • 5 years of experience designing technology solutions using composable architecture and microservices.
  • 5?years of experience designing data hubs via a canonical data model, as well as governing, incorporating the use of, and optimizing APIs for data exchanges.
  • 5?years of experience with source control systems such as Azure DevOpsTwo years of experience utilizing Dev or DataOps processes.
  • 5?years of experience in data testing/QA best practices (including performance), tools and automation.
  • 5?years of experience architecting and implementing Data Governance related solutions such as Master Data Management, Data Quality, Data Catalog and Metadata Management.
  • 10 years of experience architecting and implementing Business Intelligence tools.
  • 5?years of experience architecting and implementing Advanced Analytics platforms, including model life-cycle management and machine learning.
  • 2 years of experience designing solutions augmented with artificial intelligence.
  • 5?years of experience working with large volumes of data in the petabyte range.
