Is there enough money

With the cost of materials and logistics on the increase, is construction over burdened with administration, red tape, qualification and accreditation costs? There seems to be a feeling that skilled labour dont earn enough in comparison to the cost of living that they could 20 years ago. Many of these jobs were job creation schemes according to some, is it time to have a rethink so that the money actually gets to the guys doing the actual building work? There seems to be alot of money stripped out along the way so that there is less getting to out Brickies, plumbers, plasterers, labourers etc - Open for discussion.
