Enhancing Turnaround Planning Performance through Effective Monitoring

A Turnaround project is an extensive and resource-intensive endeavor that demands meticulous planning and execution. Even the smallest event in turnaround requires significant efforts since every activity must be meticulously performed. To ensure its smooth and cost-effective execution, senior managers responsible for production must give it serious consideration and thorough preparation.

To achieve this purpose, organizations usually establish a TURNAROUND STEERING COMMITTEE comprising senior stakeholders with decision-making authority. This group takes charge of budget allocation and defines objectives related to safety, quality, quantity, time, and cost.

One of the key roles of the Turnaround steering group is to monitor progress against the set objectives. This is crucial to ensure that all phases of the Turnaround stay on track and meet the desired outcomes. Monitoring is facilitated through a series of audits, which can be outlined as follows:

Strategy Audit:

Conducted at the earliest possible stage, the strategy audit evaluates Turnaround’s strategic plan considering the organization's stated business goals. It ensures that the proposed strategy aligns with the overall objectives of the Turnaround.

System Audit:

The system audit assesses the adequacy of existing systems or proposed systems that will be utilized during the Turnaround. It focuses on their effectiveness in implementing the steering group's strategy.

Compliance Audit:

This audit scrutinizes the planning and preparation processes comprehensively. It determines whether these processes have been adequate in achieving the Turnaround objectives and if the personnel involved are adhering to the established systems.

Preparedness Audit:

Conducted two to four weeks before the event's commencement, the preparedness audit evaluates the Turnaround organization's readiness and the systems in place to ensure proper control during execution.

Execution Audit:

As the name suggests, this audit occurs during the execution phase. It assesses the control system's efficiency and effectiveness, ensuring that the Turnaround manager and the organization maintain control over the event. Additionally, it evaluates the compliance of actual work methods with the planned procedures.

Final Audit:

Carried out during the termination phase, the final audit examines the effectiveness of the de-briefing system. It captures valuable lessons learned from the Turnaround and ensures that information is adequately recorded for future events.

The steering group has the autonomy to decide which audits are necessary for their specific Turnaround project. They may opt for none, some, or all the audits, and also choose whether to use independent auditors or company personnel for the evaluation process. The timing of preparation phase audits depends on the duration of the preparation period.

In conclusion, Turnaround projects demand meticulous planning and execution due to their complex nature. The Turnaround steering committee plays a pivotal role in overseeing the process, from strategic formulation to execution and post-event analysis. By conducting a series of comprehensive audits, the steering committee ensures that objectives are met, potential issues are addressed promptly, and valuable insights are gained for future improvements. Through effective monitoring, organizations can achieve safe, high-quality, and efficient Turnaround endeavors, ultimately leading to improved overall performance and competitiveness in the market.

safety needs to be an integral aspect of Turnaround Planning to avoid adverse impact on performance. extraordinary care is required during insulation shown in the picture in marine environment to prevent moisture ingress in the space between the insulation and metal surface in order to avoid CUI (Corrosion Under Insulation).
