Enhancing Maritime Operations Through Improved Data Accuracy and Communication: Insights from the Harbor Trucking Association

Last month, in response to the Federal Maritime Commission's request for information (Docket No. FMC-2023-0016-0047), the Harbor Trucking Association (HTA) submitted comprehensive feedback regarding the crucial issue of data accuracy in maritime operations. As a summary, here are the main points:

One of our primary concerns relates to penalty fees incurred when containers are not picked up or returned within designated Free Time (FT) windows. These fees, often imposed due to a lack of available appointments during FT, underscore the need for improved communication and transparency from Marine Terminal Operators (MTOs). The HTA proposes that FT should commence upon the first available appointment to mitigate such fees and streamline operations.

A major challenge faced during the COVID-19 pandemic was the inefficiency of data inaccuracies that worsened operational problems. There have been many discrepancies in how vessel schedules and container availability information are communicated across different entities in the supply chain. The HTA believes standardized communication protocols and enhanced visibility into appointment availability metrics from MTOs are the best way to prevent unnecessary fees and operational disruptions associated with changes in schedules or availability at the last minute.

Regarding container returns, particularly for Earliest Return Dates (ERD) and the availability of necessary equipment, the need for clear, real-time communication channels to avoid situations where LMCs are penalized for factors beyond their control, such as shifting ERD, lack of appointments or equipment shortages is imperative.

Effective data sharing and communication protocols are not only crucial for operational efficiency but also for reducing costs across the supply chain. By ensuring that all stakeholders have access to accurate and timely information, we believe that congestion at the ports can be minimized, storage fees reduced, and overall supply chain efficiency enhanced.

In conclusion, the HTA appreciates the opportunity to provide insights gleaned from direct interactions with importers, exporters, and daily operations at marine terminals. As the maritime industry continues to evolve, the HTA remains committed to collaborating with regulatory bodies and industry stakeholders to implement these recommendations and drive positive change in maritime data accuracy and operational efficiency.
