Endless spam calls

Friends, how many times do we receive spam calls in a day? I think at least 7-8 times a day? We get spam calls mostly on the numbers registered with our banks and on our national ID card. If you have a number which is not registered with any bank account or salary account and is just for your personal use, you will see you won't get any random spam calls on it.
What does it indicate? How safe our numbers and data are with the banks or with mobile companies?
Calls from several banks for personal loans, home loans, for credit cards, from property agents, anonymous calls for donations, from different institutes, the number are endless. From where do they get these numbers, which is the access point? Is our data so easily accessible and available that any random organisation can buy it for a minimal cost and start calling us anytime of the day?
It feels so unsafe and so disturbing to receive calls from any unknown source any time of the day. Where are the ethics written on the back side of the phone connection application that our number will be safe with the connection provider? But everyday our numbers are being sold at the cheapest of prices and we keep receiving calls from different sources.

Not just that, even more dangerous are the spam calls from international numbers. No matter how many alerts we get from our network provider to not to accept calls from some international numbers as they might be fraud, but the question is, how did our data reach across the borders? It clearly indicates that somewhere, loopholes are there in the system with either our banks or network providers.
What is the solution for all this? I don't see an end to it because most of the companies survive on this data and hire girls and boys for cold calling. They are earning at the cost of our privacy and our time.
