Here are step-by-step instructions for enabling Copilot studio from Microsoft Admin Center

1) Login to Microsoft Admin Center

2) Navigate to Settings, select Integrated Apps, and then click on the Available Apps tab.

3) Search for Copilot Studio, open the app, and deploy it using the Deploy button.

4) You can now see M365CopilotStudio listed in the agent list on Copilot Studio.

5) Copilot Studio is now enabled for all users.
