Civil Aviation Master Plans (CAMP) serve as comprehensive roadmaps for the sustainable growth and management of their aviation sectors, fostering enhanced aviation safety, security, efficiency, economic development, and environment protection.
Through the CAMP training course, ICAO advocates the alignment of aviation sector with national economic development plan and the UN 2030 Sustainable Development Goals. Moreover, having CAMPs in place opens up opportunities for donors and international and regional financial institutions to provide essential financial support for the successful implementation of these plans. In essence, CAMPs empower states to harness the full potential of civil aviation, ensuring its pivotal role in their economic and social development.
A recent CAMP training project, which commenced in 2021, has become a symbol of strengthened cooperation between ICAO and China under ICAO's resource mobilization framework. Supported by the Global Development and South-South Cooperation Fund of China, this project engaged more than 500 participants from over 100 Member States in 21 training sessions. The achievements underscore the global significance and resonance of our shared mission with stakeholders of the aviation community.
ICAO hosted the project’s closing ceremony at ICAO Headquarters on 27 October 2023. It was attended by ICAO's Secretary General, Mr. Juan Carlos Salazar, the Director of ICAO’s Capacity Development and Implementation (CDI) Bureau, Mr. Jorge Vargas, and the Chief of CDI's Global Aviation Training Section, Dr. Laura Camastra. China was represented at the ceremony by His Excellency Mr. Cong Peiwu, the Ambassador of China to Canada, Mr. Lyu Xinming, the Representative of China to ICAO Council, and Mr. Zhang Heng, the acting Consul General of China in Montreal.
ICAO remains fully committed and ready to assist Member States in the development and implementation of their Civil Aviation Master Plans in the years ahead through its CDI bureau.
