Empowering Educational Leadership: Primary Leadership Development Program in MCD Schools

In the busy neighborhood of Jwala Puri, Rohini zone, MCD Primary School stands as a beacon of hope and inspiration under the leadership of Ms. Meenakshi Trehan, her self- driven and visionary leadership is a testament to the transformative power of the Primary Leadership Development Program (PLDP).

When Ms. Trehan got posted at her school, she found the building worn and the

environment uninspiring for learning. Determined to make a difference, she initiated the "My School My Pride Campaign," aiming to instill a sense of ownership among students, teachers, and the community. She introduced vibrant fluorescent sheets as a base on the corridor walls and encouraged teachers and children to paste their activities, art work, poetries and anything relevant to learning, through this initiative Ms. Trehan breathed new life into the school environment.

Ms. Trehan credits the PLDP program for her spirit to transform the teaching-learning processes, she shares that the program's content helped her reflect on different aspects of leadership and helps in gaining practical insights and solutions to address the challenges faced by educational leaders like herself. As a facilitator within her cluster, Ms. Trehan became a catalyst for change, empowering her peers to navigate challenges, seize opportunities, and drive continuous improvement in school leadership. Together, they embarked on a journey of growth and transformation, fostering a culture of collaboration and excellence within their schools.


The primary Leadership Development program is run in collaboration with the State Council of Educational Research and Training (SCERT) Delhi, Municipal Corporation of Delhi (MCD), Knowledge partner Creatnet Education, and in strategic oversight of Vibha’s Delhi Government PMU. This program started as a Pilot in August 2022, covering 44 clusters in 4 MCD zones impacting 539 principals; scaled to all 12 zones In October 2023, After a detailed review by SCERT and MCD. This program was launched in all 12 zones under the chairmanship of the Mayor, MCD.

In the month of December 2023, a five-day offsite was organized in Corbett National Park, Nainital, Uttarakhand. This offsite served as a crucial platform for all facilitators to come together, exchange insights, and enhance their facilitation skills, fostering a stronger sense of camaraderie and commitment to the PLDP mission.

Through PLDP's structured sessions focused on individual leadership, school leadership, and community leadership, Principals like Ms. Trehan gain invaluable insights and strategies to enhance school culture, teaching practices, and student outcomes. PLDP didn't just provide theoretical knowledge; it fostered spaces for reflection, dialogue, and action, cultivating a culture of continuous improvement and excellence. As PLDP continues to evolve and extend its reach, it remains steadfast in its commitment to excellence, equity, and inclusivity in educational leadership. Ms. Trehan's journey serves as a shining example of the transformative potential of collaborative leadership, unlocking the full potential of every student and creating a brighter future for generations to come.
