In a strategic move towards legalizing gaming, the emirates of Ras Al Khaimah and Abu Dhabi are progressing with plans to introduce casinos in the UAE, following Dubai's reported withdrawal from the endeavor, as reported by Bloomberg.

The recent establishment of the General Commercial Gaming Regulatory Authority (GCGRA), led by Jim Murren, former chairman of the American Gaming Association and the late CEO of MGM Resorts International, signals the UAE's commitment to embracing the gaming industry.

According to the proposal, the central government could potentially issue a single casino license to each of the seven emirates, provided they express interest in entering the realm of gambling.

Bloomberg Intelligence's 2023 report estimates that the UAE has the potential to generate a substantial $6.6 billion in annual gambling revenue, potentially surpassing Singapore's figures.

Abu Dhabi is actively exploring potential locations for integrated resorts, with prime options including Yas Island, known for its diverse entertainment offerings, and a site in close proximity to the port.

Meanwhile, Ras al-Khaimah is advancing its gaming ambitions with Wynn Resorts, which unveiled plans in 2022 to establish an integrated resort (IR) featuring a casino in the emirate. Preliminary construction has already commenced on Wynn Al Marjan Island, with the grand opening slated for 2027.

Despite these developments, senior government officials in Dubai reportedly do not currently view a casino as essential, citing the city's existing status as a major tourism hub.

Bill Hornbuckle, CEO of MGM Resorts International, remains optimistic about the UAE becoming a central hub for casino resorts, with the group's project awaiting approval from Emirati authorities.

While there is a sense of urgency in advancing gaming regulations, a UAE-based lawyer recently indicated that full-fledged gaming regulations are unlikely to materialize this year, despite the ongoing progress. The journey towards legalizing and regulating the gaming industry in the UAE continues with measured steps, echoing the nation's commitment to careful deliberation in this transformative process.
