An individual can be a great leader with multiple years of experience and expertise. However, if the perspective of looking at a problem or any situation doesn't change much(myopic vision), the solutions remain commonplace.
Organizations must realize that the same person (a leader) cannot solve organization-wide problems with limited perspective, exposure, knowledge and expertise, all alone. Even if they are constantly upgrading and evolving they might not single-handedly change the picture to much of an extent. Extraordinary organizations highly promote and vouch for the concept of Emergent Leadership.
Emergent leadership is taking charge when there's a need and then stepping back. It's all about the inclusiveness in culture where an individual is encouraged enough to step up / pitch in and offer solution, initiate a change or guide the team in the need of the hour. One can own the place and process, drive the solution and step back once the substantial amount of work is done, giving back the reigns to the owner. This way everyone is a leader and accountable towards what happens in the organization.
The care, courage and conscientiousness to dive in just at the right moment demonstrates loyalty whereas the humility makes it easy to step back when one has offered what makes the Organization a success. High performing teams are always a mix of emergent leaders who contribute by taking onus and delivering for the bigger benefit of the ecosystem.
It's not the title that makes a leader great, actions do.
