Embracing Sustainability: The New Ecomark Certification Rules of 2023

In a world where environmental consciousness is becoming increasingly vital, the Ministry of Environment, Forest & Climate Change (MOEFCC) in India has taken a significant step forward with the announcement of the Ecomark Certification Rule, 2023. This groundbreaking initiative, notified on October 11, 2023, is designed to revolutionize the way consumers interact with products and the choices they make, all with the aim of fostering a more sustainable, eco-friendly lifestyle.

A New Era of Sustainability

The Ecomark Certification Rule of 2023 seeks to address the pressing need for a more sustainable way of life. It replaces the previous Ecomark scheme, which was originally introduced in 1991. The new Rules are set to come into force as soon as they are officially published, and they promise to bring about a significant shift in how products are labeled and how manufacturers operate.

What is Ecomark Certification?

Ecomark

Ecomark Certification is a labeling system for products that are designed to have a minimal environmental impact. The goal is to encourage consumers to choose eco-friendly products and to encourage manufacturers to transition to producing Ecomark certified goods. This certification is based on the Environment (Protection) Act of 1986 and is part of the broader initiative to promote sustainability and environmental responsibility.

Benefits of Ecomark Certification

Ecomark Certification offers several advantages, both for consumers and manufacturers:

Accreditation and Labelling: Ecomark provides accreditation and labeling for household and consumer products that meet specific environmental criteria. This labeling helps consumers easily identify products that are more environmentally friendly.

Promotion of Eco-Friendly Products: By highlighting products that have a lesser environmental impact, Ecomark encourages the production and consumption of eco-friendly goods.

Resource Efficiency & Circular Economy: The Ecomark initiative promotes resource efficiency and the development of a circular economy by encouraging sustainable practices and materials.

Preventing Misleading Information: Ecomark helps prevent misleading or deceptive information about a product's environmental impact. This ensures that consumers can make informed choices.

Environmental Awareness: Ecomark aims to build consumer awareness of environmental issues and the consequences of their choices. It encourages individuals to make environmentally responsible decisions.

Transition to Eco-Friendly Production: Manufacturers are incentivized to transition to producing Ecomark-certified products, driving a positive shift in production practices.

Application of Ecomark Certification

The Ecomark Certification applies to any product produced or supplied for distribution or use in the market. Specific environmental criteria for each product or product category under Ecomark Rules are determined by the Central Government.

Key Criteria for Ecomark Labelling

To receive Ecomark certification, products must meet several key criteria:

Environmental Impact: Products must have substantially less potential for pollution and environmental impact compared to similar products. They should minimize or eliminate waste generation and environmental emissions.

Recyclability: Ecomark-certified products are often recyclable or made from recycled materials, contributing to sustainability.

Resource Efficiency: These products make a significant contribution to resource conservation and efficiency.

Environmental Responsibility: Ecomark certification encourages manufacturers to adopt environmentally friendly processes and production methods.

Extended Producer Responsibility: Compliance with Extended Producer Responsibility regulations is essential for certification.

Waste Management: Proper disposal of the product and its packaging is a key criterion.

Utilization of Waste: The use of waste and recycled materials is encouraged.

Substitution of Hazardous Substances: Safer alternatives to hazardous substances are recommended.

Implementation Mechanism of Ecomark Rules

The governance of Ecomark Rules is the responsibility of a Steering Committee, which comprises representatives from various ministries and departments, domain experts, industry associations, consumer groups, and other stakeholders. The committee plays a vital role in setting the framework for Ecomark Rules and promoting their adoption. It also has the power to make recommendations to the Central Government and decide which products should be included in the Ecomark Rules.

The Central Pollution Control Board (CPCB) serves as the Ecomark Administrator and is responsible for implementing the Ecomark Rules. The CPCB plays a crucial role in developing guidelines, maintaining the Ecomark Web portal and Knowledge/Database platform, appointing Ecomark Verifiers, and more.

Designated Ecomark Verifiers

Designated Ecomark Verifiers, accredited entities, play a pivotal role in assessing compliance with ecolabeling criteria for Ecomark-certified products. They conduct conformity assessments, including factory visits, sample collection, and audits, and recommend the award or renewal of certification.
