Effective October 1st, the requirement for an upfront medical examination prior to submitting an application for permanent residence via Express Entry has been eliminated. An immigrant medical exam (IME) conducted by a panel physician is a mandatory prerequisite for obtaining permanent residence.
If an applicant has never had an Immigration Medical Examination (IME), they can upload a blank document in the Express Entry profile Builder upload area. IRCC will advise on medical exam scheduling.

Individuals applying for permanent residence must undergo an Immigration Medical Examination (IME). All family members, regardless of whether they intend to accompany the individual to Canada, must have a medical examination.
The medical examination cannot be performed by your personal physician. To be more specific, you must consult a doctor who is on the Immigration, Refugees, and Citizenship Canada (IRCC) panel of physicians.
IRCC makes the final judgment on your medical exam, not the panel physician. If your health poses a risk to Canada's public health or safety, or if it would place an undue burden on health or social services in Canada, IRCC will deny your application for permanent residence.
During an appointment, all medical test fees must be paid, and results will be sent and proof of examination provided by the doctor.
