Working at height is a common aspect of various industries in Uganda, particularly in sectors such as construction and maintenance. However, this type of work poses significant risks, making safety training an essential component in preventing accidents and injuries. Workers must possess the necessary knowledge and skills to perform tasks at height safely and efficiently. The Occupational Safety and Health Act, 2006, mandates that every employer provides "adequate and appropriate information, instructions, training, and supervision necessary to ensure, as far as is reasonably practicable, the safety and health of employees, and the application and use of occupational safety and health measures, considering the functions and capabilities of the different categories of workers in an undertaking."
It is, therefore, crucial for employers to ensure that their employees receive comprehensive training for working at height. This training should encompass the risks associated with such work, proper safety procedures, and the use of personal protective equipment (PPE).
Why is Training So Important?
Most safety incidents on site can be traced back to the risk assessment and planning phase. Even the most diligent PPE users face elevated risks if the work planners do not possess adequate knowledge and experience to effectively mitigate hazards from the outset. Appropriate training at the planning level is critical, not only to reduce risk but also to establish a more efficient and safe system of work.
If personal fall protection is necessary, it can only be effective if workers are competent in its use, understand its purpose, and receive proper training. Experienced instructors can simulate realistic working environments and provide guidance on selecting the appropriate equipment and using it correctly. Practical, hands-on training prepares workers for real-life situations and enhances safety.
The importance of standardized, high-quality training for working at height is recognized by many industry bodies. The Institute for Work at Height (IWH), for instance, is one of many organizations advocating for positive change in safety practices within their sectors. Additionally, manufacturers now offer a wide range of equipment that provides employers with cost-effective, practical options to keep workers safe. However, training is essential to ensure that workers understand the benefits and limitations of the equipment they use in their work environment.
