It is highly normal to stand against any change and improvement. Managers have worked a lot to establish a system and boosting efficiency and effectiveness of the system. When they are confronting a plan and idea of change and improving an element they stop and wonder: Why would happen if it fails?
Many of them start an initiative and see surprisingly that right after implementation the efficiency lowers down and sometimes all the works and tasks stop. In this hard time any manager decide to go back to the previous because the new idea doesn't work. When you ask them why they are going to the place where they were they show you the decreased efficiency of their people.
But they don't know the trick and the secret of the human brain complexity. When we are doing something day by day the method turns to our habits. We drive while we are talking to others and watching the road landscape and hearing our favorite music. This is happening after a few years of driving. In the first days of this experience we couldn't drive even if our friends talking to each other in our car.
In the organizations, employees also can improve their efficiency by doing the jobs repeatedly. A bank clerk fills the forms on paper and screen with an unbelievable speed. The worker on the line assembles the parts together without seeing them. However after you change the machinery, equipment, methods, procedures they disarm our habits and we are doing in a better method but with lower speed, higher mistakes and lower quality. Many managers in this challenging and horrible period of time decide to cancel the projects, contracts, initiatives and changes. Millions of dollars, thousands man-hours working and a lot of changes in infrastructures, machinery, applications and etc diminish and they order to go back to the previous days.
Managers especially new ones should understand the nature of the changes and improvements. They decrease the efficiency after the implementation not because they were not applicable or suitable but because we are human and need time to change our habits to a better one. Therefore I suggest you to stand and continue the new way and have your people leave their fears and also the boards should understand and welcome the initial costs of the changes to benefit from them in near future.
Don't forget that your efficiency will be decreased right after implementation and will increase little by little to a higher level.

Whether the new method is right or wrong should be tested and the bugs can be eliminated. Please describe and explain the full description the reason base of the science.
