Effective 'Capacity Development' Entails Draining the 'Swamp' of 'Game-Players' Which Control the IMF

RE: Corruption and Negligence in ICD, US Presidential Election Meddling of ICD staffers in the Rise to Power of Trump, and Implications Under Racketeer Influenced Corrupt Organizations Act (RICO) and Foreign Corrupt Practices Act (FCPA) 

Dear ICD Staff,

While it has been several years since I was wrongfully terminated from ICD, by Adrianne Thapa in her histrionic-games and efforts to consolidate her power as a bullying, incompetent Office Manager of the department, I have not been idle during that time. I was quite clear in my letter to Sharmini Coorey in November 2015 (a copy of which was included in my 150-page report “Workplace Bullying in the IMF” sent to IMF HR Directors, Mark Plant then Kalpana Kochhar, the IMF Ombudsman, Mediator, Ethics Committee, and ‘Special Investigator’) that if wrongfully terminated once again from the IMF, I would just be adding her, and implicated ICD and IMF Family Association (IMFFA) staff in future lawsuits for the international courts and examples in my on-going work in violence against women (VAW) as human rights violations; once I find lawyers, or NGOs, with the BALLS, BRAINS and INTEGRITY to submit cases to the courts and produce the much needed jurisprudences. Unfortunately, the protection rackets covering up for all of the negligence, corruption and stupidity in professions and communities everywhere will continue to play-ostrich until financial markets collapse and everyone is looking for scape-goats and ‘fall-guys’—and the flood-gates open. 

I have always been very clear to EVERYONE that I would be pursuing Co-Chairs of IMFFA, Anne-Beatrix Keller Semadeni and John Harper in the courts for the vicious way they bullied and exploited me during my tenure in IMFFA (2009-11), and then threw me on the streets to try and survive in a Washington labor market that is totally built on cronyism, nepotism and discrimination towards long-term homemakers, particularly the ‘deposed-trophy wife’ ones. And, while it was Adrianne’s, Kate’s, Ana’s, Gina’s prerogative to throw everyone in ICD ‘under the bus’ with their histrionic games during my tenure in ICD, and Sharmini’s to ignore my letter to her in November 2015; it is also my prerogative to pursue them and their accomplices in the courts—no longer how long it takes.

I am well aware that all the criminals I have encountered since I was ‘deposed’ by corrupt and misogynistic Spanish courts in 2007 (in efforts to protect my truly sick and psychopathic ex-husband) believe that they are protected by statutes of limitations (and diplomatic immunity) in relation to their crimes. However, since these acts are ‘systemic’, with cover-ups after cover-ups to protect principles and their accessories, they fall under article 7 of the Roma Statutes (crimes against humanity), and therefore statutes of limitations (and diplomatic immunity) do NOT APPLY! And, in the case of crimes committed in the US (or by US citizens anywhere in the world) under the Racketeer Influenced Corrupt Organizations Act (RICO) statutes of limitations do NOT APPLY EITHER. Additionally, staffers in the IMF, World Bank, and UN are all implicated under the Foreign Corrupt Practices Act (FCPA) in their failure to expose rampant corruption and negligence, and I quote from FCPA requirements,

• …Because the Act concerns the intent of the bribery rather than the amount, there is no requirement of materiality. Offering anything of value as a bribe, whether cash or non-cash items, is prohibited.  
• … An increasing number of corporations are taking additional steps to protect their reputation and reduce their exposure by employing the services of due diligence companies tasked with vetting third party intermediaries and identifying easily overlooked government officials embedded in otherwise privately held foreign firms. This strategy is one element of an effective FCPA Compliance Program, as it shows a sincere attempt to avoid business situations where high risk (prior history or proximity to unethical behavior) individuals are concerned.   

Clearly the generous salaries, and benefits such as tuition re-imbursement for staffers and their children, can be considered “offering anything of value as a bribe, particularly as jobs in the IMF are considered ‘prizes’ that have been obtained and kept by ‘buying into the Game’, rather than dedication to the mission of their respective organizations. In the past decade I have come to realize to what extent ‘civil servants’ have NO UNDERSTANDING that they EXIST to SERVE the PEOPLE, instead of the PEOPLE existing to serve THEM and their pocket-books. This was particularly apparent when I asked Jocelyn Vanderhaegen to ‘clean-up’ my letter to the French Ambassador in Madrid, and she told me that I should be ASHAMED of myself for sending him such a poorly written letter. I am fluent in spoken French, but my written French is that of a ‘5th grader’. She used to work at the French Consulate in Washington, and is TYPICAL of the ‘queen-for-a-day’ USELESS ‘civil servants’ who work there just like their CRIMINALLY negligent counter-parts in Madrid!! What all of the French and Spanish civil servants fail to appreciate is that under French and Spanish penal law it is a criminal offense to refuse a person who is in danger assistance—and as such looking at penal offenses as government officials as well as citizens. 

If I had been given recognition of my work in IMFFA, or been considered for the multitude of jobs in the IMF or World Bank for which I was passed over during my tenure in the IMF (particularly ICD), or since my departure, then I would have been able to have brought my children to Washington and pay for their education as well as PhDs for myself—not that I needed to attend a university to do all of the dissertation work that I have done in the past decade. All of the universities in the US and Europe are just like Trump’s University (which was shut-down, with damages paid to students), as they are nothing but ‘Big Business’ and flooding markets with MBAs and PHDs, who never graduated from kindergarten—and in the process wreaking havoc on societies with empty promises to students of ‘fame and fortune’ with their diplomas.

Every day I pray to God to keep my children safe and to be reunited with them. Anne-Beatrix is such a ROYAL BITCH and manipulator, that her son even asked to go away to boarding school, Woodberry Forest in VA (the alma mater of my younger brother). When she said that her son has asked to be sent away to boarding school, I bit my tongue on the retort “of course he did with a bitch like YOU for a mother.” My mother (and younger sister and ex-husband and his family) are made of the same mould as this woman, so I am well familiar with the ‘games’ and manipulations. After serving on the board of Anglo-phone, Franco-phone, and Hispania-phone ‘Expat Wives Clubs’ I can attest (and have MANY stories), that they are all INUNDATED with this type of viperous, back-stabbing BITCHES, so I can see them coming from a mile away. My sisters and I always thanked God that we were sent away to boarding school, and were given some reprieve from our psychopathic mother. What Anne-Beatrix (and John Harper) failed to calculate in her histrionic game is that her crimes against me fall under French penal code as well as the American ones—and I will not stop until she and her accessories, pays for their crimes!! And, all the protection rackets throughout the ‘Swamp’ which are protecting her from prosecution are just implicating themselves in RICO and FCPA charges, inter alia.  

For the past decade, while all the IMF, World Bank, and UN staff have been schmoozing-and-cruising, jet-setting around the world, passing out business cards, and promoting their latest publication (on taxpayers money), I have been working 24/7 reading all of the reports and books of all the ‘experts’ (in ALL of the social sciences) and making sense out of all the CHAOS all the ‘experts’ are producing. One of the things I reclaimed in my divorce was that my husband had to pay for higher-education diplomas for me which would have enabled me to be ‘competitive’ in the current job market. But, of course since my lawyers were so intent on destroying and silencing me as well as covering-up the criminal negligence of their colleagues, they refused to reclaim monies for tuition fees in pertinent litigation—as ORDERED by me. The only thing they accomplished was to strengthen my argumentation that family courts are relegating wives and homemakers to NOTHING BUT SLAVES, in violation of article 7 of the Roma Statutes, inter alia. 

All of my correspondence to CRIMINALLY NEGLIGENT ‘public authorities’ and argumentation of my cases, Wilcox vs. Spain, Wilcox vs. USA, and Wilcox vs. France under their Constitutions, penal and civil codes, and international law (and under the principles of Universal Jurisdiction) are posted on my activism website, www.WaronDomesticTerrorism.com. The US (and Europe) is headed towards another Civil War and/or Revolution, and the list of names of people I have compiled over the years, who are responsible for the entire MESS is VERY, VERY long indeed, and reads like a ‘Who’s Who’ of those in power—with EVERYONE involved in cover-ups after cover-ups!! It is all the protection rackets which control the ‘Swamp’, which need to be broken up, and run out of Town, with reparations for their victims, rather than trying to ‘TRAIN’ them to be competent and MORAL!

The quantity of labor and housing violations of which I have been victim since my return to DC in 2009 is ASTOUNDING—with perpetrators primarily black and brown women, and many foreigners which need to be deported. The manner in which the legal community is openly and actively enabling criminals in their histrionic and bullying games, and even covering up for the criminal activity of EVERYONE, is TREASONOUS under Constitutions and democratic procedure—and why ‘training’ and more ‘training’ is nothing but a multi-billion dollar money-making industry. Before my divorce I had never been in a court-room in my life, but since then have meticulously examined and documented the HORRIFIC CORRUPTION in court systems everywhere. Please see the Table of Infractions of my lawyers in Spain, with the Spanish Bar Association claiming that it is the RIGHT of lawyers to violate the rights of their clients under the principle of judicial independence!! These ‘experts’ with all their PhDs and MBAs CANNOT be trained, they can only be thrown in jail!!

The Winter Group, who gave ICD’s mandatory “Respectful Workplace” workshops in 2013 and 2015, and whose email mailing list I have been on ever since collecting evidence against them, are going to be facing serious legal problems for their BS ‘training’ programs when I can finally find some COMPETENT and HONEST lawyers in the ‘Swamp’. After the first ‘training’ program by them, Louisa Zanforlin laughed and remarked, “was THAT to fill someone’s quota!?!” And, I was so horrified by their second workshop, I brought my concerns to Elizabeth Legrain, the IMF and World Bank Domestic Violence Prevention Coordinator, recommending she report my concerns to HR Director Mark Plant. But, of course she DID NOTHING!! She, along with board members of IMFFA, WBFN, and UN LESA chapters, and FAWCO (Federation of American Women’s Clubs Overseas) are ALL facing charges of the cover-up of revictimization of domestic violence victims in family courts (crimes against humanity under article 7 of the Roma Statutes)—with stiff prison sentences for them all! It is ALL these women (and men) who should be ASHAMED OF THEMSELVES, NOT I!

Apart from the National Coalition Against Domestic Violence (NCADV), Paula Lucas’s NGO, American Overseas Domestic Violence Crisis Center (AODVCC) is one of the most DISGUSTING and PARASITIC NGO in the ‘business’. Victims are getting angrier and angrier with them for their ‘schmoozing-and-cruising’ parties and ass-kissing to donors. Not only have I proven that Lucas’s NGO is nothing but a SCAM with my own activism work in trying to get US consulates around the world to DO THEIR JOB. But, she even admits in a World Bank organized speech (by Elizabeth Legrain) that she was ‘seduced’ and married her ex-husband due to the glitz and glamour of jet-setting and living abroad with Corporate America’s expats (which represent on 1% of American’s living abroad). She also admits that she ‘shafted’ her ex-husband’s new wife, who begged for assistance, due to the horrific beatings and abuse by her husband—by claiming that there was NOTHING she could do to assist her. My letter to Melanne Verveer[1] clearly demonstrates that not only could she have sought political asylum for her ex-husband’s new wife in the US, but also the futility of ‘exporting’ victims of domestic abuse to a foreign country where domestic abuse is also rampant, as is the failure of court systems to protect these victims. I keep telling people “What are you going to do? Just keep shipping women and children from one country to another ‘til you run out of countries?!?!” Additionally, the fact that Legrain is organizing speeches for ‘window-dressing’ initiates like Lucas’s, instead of giving me and my work in combating the revictimization of domestic violence victims by family courts a VOICE, is just another example of the cover-up of judicial corruption, and government’s failure to protect, by World Bank staffers, in collusion with IMFFA and WBFN. The World Banks, department of ‘Women, Law, and Business’ is looking at as many legal problems at UN Women, when I get finished with them!

When the ‘House of Cards’ the ‘Deep State’ (on the Right and Left) is maintaining comes crashing down, and all the protection rackets are exposed in the press, so many ‘big-wigs’ and their brownnosing ‘small-fries’ are going to be looking at so many legal problems it will make their heads spin. I told Joyce Reback when she came into the restaurant where I work one day for lunch, that IMFFA and WBFN should find themselves a GOOD lawyer, who understand something about the Law!! In 1970 the American Bar Association published the “Clark Report,” which documented a 70% negligence rates of lawyers. But, instead of addressing the problems, law schools have flooded markets with more and more incompetent and totally IMMORAL lawyers, with bar associations encouraging the criminality and corruption with laughable sanction rates of 3-4%. One of the main reasons that shootings and bombings are on the rise is that the rights of citizens are being violated ALL OVER THE PLACE with absolutely NO recourse under the Law. It is INCREDIBLE that out of all of the legal clinics, NGOs, pro bono departments of law firms, and lawyers which permeate the DC area, I cannot find anyone with the BALLS to bring cases to the international courts.

No one can believe that I, the lowliest of the low in the current paradigm—a WASP, and supposed ‘ditz-brain’, deposed trophy-wife—would have the BALLS, BRAINS, and INTEGRITY, to take on the American, French, and Spanish government along with the IMF, World Bank, UN, and entire development community—and WIN in the end! I at least had the GOOD SENSE to thoroughly research WHO, and WHAT, I was going up against before challenging my adversaries—contrary to IMF staffers, DC restaurant owners and managers, and DC landlords—and why all the histrionic Hares in the ‘Game’ are going to eventually LOSE. While my analysis and legal argumentations for cases are reminiscent of the Founding Father, John Dickinson (Penman of the Revolution), and English Puritan leaders, Thomas Wilcox (Puritan Manifesto, 1572) and Thomas Wilcox (1622-1687, “A Choice Drop of Honey from the Rock Christ”) as well as my grandfather, Curtis Parker Wilcox, first white lawyer to successfully defend a black man in the ‘Deep South’ (Butler, AL, 1910, 7-years before Harper Lee’s father unsuccessfully defended 2 black men); my geo-political trajectories in my lifetime resemble that of another Founding Father in my family-tree, John Paul Jones, Father of the American Navy. It would behoove everyone to start looking at what they are up against, instead of locking themselves farther and farther in their ivory-towers—believing, like Trump, that they are ‘Untouchable’, and I will simply ‘give up’ and go away.

I cannot wait to see implicated ICD’s staffers on trial trying to convince a jury that they are the ‘best and brightest’ that labor markets around the world have to offer. They will not even be able to convince anyone that they ‘have a brain’, much less that they are competent or diligent in their work. As I told Gina before my termination from ICD, when I am looking for workers, I look for people who have BRAINS (and INTEGRITY) and CAN BE TRAINED, (instead of over-inflated ego ‘big-wigs’ or brownnosing/cock-sucking ‘small-fries’). Capacity development entails DRAINING government agencies of the exact type of bullies and incompetent, brainless IDIOTS I have been CALLING OUT, and which infect the IMF, World Bank Group, UN, State Department, White House, US Congress, think tanks, NGOs, and academia instead of ‘training’ and more ‘training’. Instead of rounding up and deporting all the poor immigrants in the US who are fleeing violence and poverty in their countries of origin. All the foreigners working in all the afore-mentioned organizations need to be deported for stealing jobs from more competent American workers—namely ME! Having said that, I do believe there are a few good people in all of these organizations who are well intentioned and frustrated with the horrific mismanagement and bureaucracy they confront on a daily basis. And, it is these people who need to be empowered and enabled, instead of bullied, intimidated, silenced (and ostracized for SPEAKING OUT).

I look forward to a ‘robust debate’ with ‘big-wig’ power-hungry feminists, like Sharmini, Christine Lagarde, Anne Sinclair, Arianna Huffington, etc. about women “Having It All”—and the manner in which all of these women have SOLD THEIR SOULS in their quest for power and glory. Betty Friedan, who began the feminist movement (which had been high-jacked by power-hungry women like Gloria Steinem and Eleanor Smeals), in 1963 with her book, The Feminist Mystique, denounced the trajectory of the feminist movement in the 1980s until her death in 2006 with her books, The Second Stage (1981), The Fountain of Age (1994), and Beyond Gender : The New Politics of Work and Family (1997). While all of those currently in power (women and men) adhere to alpha-dominance feminism, as much as managerialism (Burnham, 1941) and affirmative action, these forces and policies have sent the world on a HIGHLY DYSFUNCTIONAL PATH—for which they will be held accountable when markets collapse and the Great Global Depression begins. Sexual harassment is still such a problem in workplaces, because women have just ‘joined the game’—and I have even been told that Adrianne has several sexual harassment cases against her by men. The fact that I am a woman does not change the fact that her harassment of me was ‘sexual’ in nature—because it was motivated by her enormous jealousy of me as a woman.

As the UN report “Indepth Study of All Forms of Violence Against Women” clearly demonstrates, while men are perpetrators of 90% of physical and sexual violence in the world, it is women who maintain and perpetuate that violence with their customs and norms. And, never is this more evident than with the policies and practices of staffers and Management in the IMF, World Bank, and UN—and will be their downfall when the US government self-destruction and/or another World War begins. I will have little sympathy for the 10%ers, particularly those in the ‘development community’ (and Foxcroft and Cobham Hall alumnae and corporate expats), who will lose everything in the Great Global Depression to come, and will have to put their children in foster care or up for adoption as happened last time. Maybe then they will NOT think that it is NO BIG DEAL to have one’s children taken from them and handed over to psychopaths, while they are thrown into abject poverty! 

One of my first blogs upon my return to the ‘Swamp’ in 2009 was entitled “Abuse and Torture Go Far Beyond Broken Bones, It Breaks the Heart and Spirit, and Is So Designed.” This blog parallels the psychopaths in Madrid, and later Washington, who have tried to marginalize and destroy me, with the psychopaths and hypocrites Ingrid encountered with the FARC guerrilla in the jungles of Colombia. Unfortunately, in the past decade, Ingrid, and HER ivory-tower existence, has shown herself to be “nothing but a frinkin’ princess” just as Keith Stansell, former FARC captive with her, claims in his book, Out of Captivity: Surviving 1,967 Days in the Colombian Jungle. If ANYONE should be supporting me in challenging the American “War on Drugs” and the ‘New Jim Crow’ it has created is Ingrid Betancourt—whose presidential campaign was based on PEACE for her country and anti-corruption, particularly in judicial systems.

But, she (like all the other ‘big-wigs) is too busy schmoozing-and-cruising to care about the plight of Colombian, or South American, people who are paying the price of the escalating drug-addition in the US, and the violence and corruption it is creating in their countries. One of the ‘exploitation’ of IMF and World Bank staff at the Annual Meetings in Peru was participation of Sean Penn. At least in his article for the Rolling Stone’s Magazine, “El Chapo Speaks,” and ensuing 60 Minutes interview in January 2016 defending his interview with ‘El Chapo’ he recognizes the ‘complicity’ of the Americans to escalating drug-production through their escalating drug-consumption—and the abject poverty which propels these people to ‘get into the business’. When ‘El Chapo’ was arrested, I sent an email to his lawyer, Jeffrey Lichtman, who defended John Gotti, Jr. that it was the American ‘War on Drugs’ (and mass incarcerations of Afro-Americans) that they should be putting on trial in the News during ‘El Chapo’s’ trials.  

My termination from the IMF in November 2015 was perhaps a blessing in disguise, as it gave me the opportunity to attend the IMF/World Bank Spring Meetings, 2016 as a CSO Rep. And, after my scathing review of the IMF in my blogs covering their Meetings, I contacted Mark Lewis, who is responsible for procuring the funding for ICD’s ‘training’ programs, warning him that he was in “my direct line of fire” in my activism work. And, while I can assure everyone, I have nothing personal against anyone in the IMF (except perhaps Anne-Beatrix Keller, John Harper and Adrianne Thapa, and their accessories), NO ONE in the ‘Swamp’ should want to get in my “line of fire.” Mark, as IMF Res Rep in Turkey, had eggs thrown at him by students while giving a speech, with comments on the Youtube posting saying that the students should have thrown axes and grenades at him. As I told Ralph Chami and Marco Espinosa when I saw them at Paul’s coffee shop “when they start throwing eggs at you and threatening to throw lethal weapons, you should start asking yourself WHY!!” But, Mark has just jumped on the “ignore her ‘til she goes away” band-wagon, by ignoring my letter to him in February 2018[2]. I even used Turkey as a case-study (in my blogs) using IMF reports (in part by Mark) as how and why financial inclusion, excessive consumerism, and faulty governance gave rise to power of a dictatorship there. Same phenomenon has happened in the US, but NO ONE CARES!

While my heart goes out to Effie Psalida (Mark’s predecessor), whose son was killed in a terrorist attack in Afghanistan, everyone in the IMF (and development community and Feminist Majority Foundation (FMF) who are the motor behind the violence there), needs to start asking themselves WHY so many of the 90%ers are so angry with them!! As I told Mark in my letter to him when the raping and pillaging of the 1%ers and 10%ers in Washington suburbs begin, I will NOT be sitting idly-by, but rather be denouncing the violence—as vocally as I am doing at present. At the Batterer Mothers Custody Conference BMCC XIV in May 2015, Wendy Murphy (FoxNews legal analyst, and lawyer for the actress Kelly Rutherford) whispered in my ear that I should be telling all of the women to get violent, I was HORRIFED. The LAST thing I would advocate is VIOLENCE!! I am mad as HELL, after 12 years of BS speeches by all the ‘experts’, and NO ACTION!! And, I certainly have an EARFUL for all these ‘Game-players’, as well as every intention of hauling ALL of their asses to international tribunals; I WOULD NEVER advocate violence like all the alpha-dominance feminists, and newly empowered black and brown women are doing—with their ‘NOBLE’ sacrifices of their sons (and increasingly daughter) in terrorist attacks and wars. I on the other hand did NOT bring my sons into this world so all the warmongering psychopaths could use them as cannon-fodder!!

While my termination from ICD in 2015 has once again thrown me into abject poverty and squalor, due to rampant age and gender discrimination, coupled with cronyism and ‘pimping’ in labor (and housing) markets, I have just continued to use my experiences to document rampant criminality and discrimination in these markets. I too could have used my ‘skinny legs’ (as Jocelyn called them, when she told me to ‘show them’ to Adrianne to ‘really piss her off, lol) to ‘snag me’ an Ambassador, (or other ‘big-wig’) like Lady Catherine Myer did. Or, like Astrid Betancourt who was the mistress to French Ambassador Parfait before marrying him, but was then traded in for a younger ‘model’ while in Mexico (or her sister Ingrid Betancourt, who was reportedly Dominique de Villepin’s mistress while in college) did. But, I wasn’t going to play that game in my 20’s when I still had a functioning womb, and was ‘fresh meat’ for all the lecherous men in Washington. I am certainly not going to play that Game now—even though my children have paid a great price for my INTEGRITY and HONOR. I hope that one day they will understand that there are more important things in life that power, glory, and being ‘popular’—and that our sacrifices have been made in order to avoid WWIII, and destruction of the planet. The callous disregard of all the 1%ers and 10%ers for the future of their children and our planet, just so they can stuff their pockets and collect a bunch of junk is DISGUSTING—and exposes their narcissism and egocentricity.

In 2008, when my lawyers and Spanish courts defrauded me of all my assets in order to intimidate and silence me, one told me I had to “appear to be a Senora” My response was that “I am a Senora, not for the clothes I wear, the car I drive or the house in which I live in, but WHO I AM, and what I HAVE DONE WITH MY LIFE. And, the powers at be can take away all my material possessions, but NOTHING will change who I AM, and the MORALS FOR WHICH I STAND!!” My body-guard in Colombia even told me he once happened upon a discussion of BBVA/Banco Ganadero body-guards quibbling over who worked for the most ‘Senora’ of BBVA wives, and everyone shut-up when he said “MINE! NO CONTEST!” The other BBVA Expat wives in Bogota HATED me, because, as I was later told, they could not understand “why I had to always be doing something” (instead of always hanging out at the country club or their swanky apartments having ‘coffee and tea’). As one French newcomer expat was told “ask Quenby she knows where EVERYTHING is in this town, as well as who EVERYONE is!”; although I don’t think it was meant as a compliment by the author! The HATRED of me by parasitic, histrionic women around the world is well-documented, even including my own mother and younger sister, because of my many talents, intelligence and integrity—and ‘skinny legs’. 

My ex-husband promised me that I would be obligated to ‘prostitute’ myself in order to survive, if I ever left him. At the time I thought his contentions were just more manifestations of his psychopathological rantings and ravings. However, since then I have learned the extent to which he knew exactly what he was talking about. Age discrimination in Spain is so overt that job listings openly state “under 30 need not apply.” Widespread ‘pimping’ in labor markets is not only documented in Dominque Strauss-Kahn’s coerced affair with Piroska Nagy, 3 years before he was arrested for sexual assault of a Sofitel maid in NYC. But it is also documented in case study after case study involving my own efforts to ‘opt-back-in’ into labor markets in DC in the past decade.

Pimping and prostitution in the current paradigm is so bad, that one young man in a restaurant where I worked actually thought I would sleep with him for having sent me a plate of food!?! Nagy (who is currently Programme Director of the Institute of Global Affairs at the London School of Economics) openly admits that she slept with DSK in order to further her career. My question for all the women who participate in this ‘couch-casting’ culture is regarding their complicity to the situation by acquiescing to the sexual advances of their predators, instead of standing up to them. ‘Big wig’, sociologist (who has written 18 books and counting, and who walked out of my speech at the BMCC XIV after 10 minutes), Phyliss Chesler is just as guilty of this type of ‘collusion’ by failing to pursue her rapists, her UN boss, because UN staffers told her it would be ‘discrimination’ because he was black and she was white!?!? Additionally, she openly admits that she failed to pursue her rapist (and leave him at liberty to rape other women) due to financial conflicts of interest as a contractual employee of the UN. Furthermore, while she denounces the histrionic games of bullying and psychopathic women in her book, Woman’s Inhumanity to Woman (2002), as well as the fact that fathers (inexplicably) do not intercede in the mother-on-daughter abuse of their wives, she does not denounce the bullying and oppression of women in the courts. All these feminists are guilty of the same thing that Chesler is accusing the men—failing to recognize the extent to which the feminists are just as abusive as the men they are supposedly ‘calling-out’.

As I told Joan Meier of DV LEAP at GWU, everyone is treating homemakers like they are the parasites on society, while in fact it is all the ‘experts’ in the ‘Swamp’ who are the parasites on social orders—at great expense to taxpayers and shareholders around the world! Mothers and homemakers are the BACKBONE of social orders, and their relegation to the status of SLAVE by misogynistic lawyers and courts, as well as HR personnel and business owners when they attempt to ‘opt back-in’ is in direct violation of article 7 of the Roma Statutes, inter alia. Father’s rights groups, not to be confused with pedophile rights groups, are correct in their contention that the domestic violence industry is nothing but a money-making industry designed to exploit and profit from the pain and suffering of victims. Victims and advocates are getting angrier and angrier with Joan because all she cares about is finding a ‘slam-dunker’ case for the Supreme Court—which she will never find because she is ‘barking up the wrong tree’.

In 2010 a lobbyist for the NCADV told me what ‘was needed’ is another Civil Rights movement, so I said, “let’s go ladies!” But, there is as much BS going on in DV movement as within the Women’s March. So after years of attending rallies, meetings and lobbying on Capitol Hill, I won’t waste my time any more attending their ‘schmoozing-and-cruising’ games. All these ‘ladies’ care about is getting selfie photos taken with Congressional Rep or their staffers—and silence me when I start telling these staffers that they are facing prosecution for THEIR criminal negligence if they don’t start MOVING THEIR ASSES!!

In the paradigm of the feminists, and newly empowered ‘minorities’, I am considered a useless parasite on society, who should do everyone a favor and commit suicide (which my ex-husband promised me I would do if I left him). This is why the sati traditions and beliefs that Coorey, Thapa, Daie, Phillips, IMF HR, and the HR industry in general, are promoting and sustaining in relation to homemakers seeking to opt back into labor markets are in violation of international conventions and civil and penal codes. The contention of everyone in the ‘Swamp’ that someone who consistently demonstrated brilliance as a student would have become a DEMENTED IDIOT after 20 years as a stay-at-home mom and ‘trophy-wife’ is not only RIDICULOUS, but highly discriminatory, and misogynistic!! I am sure that all the women implicated in my case, along with the feminists, inter alia, will contend that ‘sexual harassment’ cannot involve 2 women, unless they are lesbians. But, I look forward to that ‘discussion’ with the feminists as much as their BS “having it all” theories and rhetoric!

I originally came to Washington in 1981, determined to forge a career in politics and the international arena. And, while my mother did everything in her power to destroy me, and my ambitions (as she had done with my father and my older sister) it was not just her bullying and histrionic games which propelled me to pack my bags in 1988 and move to Paris to ‘find myself’. After 5 years on Capitol Hill working for former Senator Johnston (D-LA) while attending GWU (1981-85), I worked in the financial markets (1985-88), but was even more disgusted with the hedonism and immorality of those in the private sector than I was with those in the public sector. I eventually ‘found myself’ as a mother, wife, and community organizer. NEVER have I regretted renouncing my quest for power or glory and embraced my desire to be devoted to serving my family and community—and why I came up with the idea for Global Expats. Pam Perraud of FAWCO (HR ‘professional’) told me that with Global Expats I was just “re-inventing the wheel” to which I responded “No, I am fixing a very, broken wheel!”

While many contend that my former classmate, ‘Deb of the Decade’ Cornelia Guest, from Foxcroft School in Middleburg, VA is the closest the US has to royalty, I beg to differ. Cornelia comes from industrialist and Robber Baron ‘stock’, who were responsible for the ‘Gilded-Age’ and ensuing Crash of 1929 and Great Depression. Cornelia was the lead ‘cheerleader’ of the cocaine-snorting hedonism of the ‘Golden Age’ of the 1980s, which gave rise to the escalation of the ‘War on Drugs’ under the Reagan Administration, and which will culminate in another collapse of banking systems and a Great Global Depression. Man is the only animal stupid enough to keep tripping over the same stone time and time again!! Everyone claims that Trump is acting like a King, but he is acting like an Emperor. However, this should come as no surprise given the fact that the US is NOT a Constitutional Republic, but rather a warmongering Empire, which is as exploitative of its own PEOPLE as it is of PEOPLES around the world. Kings (and Queens) rose to power during the decline of the Roman Empire by challenging their exploitative and oppressive norms in defense of their PEOPLE (and ensuing formation of nation-states in Europe). People have been calling me ‘Queen Bee’ my entire life, and so I guess my name was appropriately given at birth, because THIS QUEEN BEE, is going to get into everyone’s little bonnets, and make their lives miserable, when their day of reckoning arrive!

The IMF’s policy of blacklisting terminated contractuals from future employment for a ‘cooling-off’ period of 8 years is just smoking-gun proof that they are well aware of the anger that the histrionic, bullying games and labor rights violations that their staff are systematically participating in is producing amongst victims. These ‘Game-players’ are so sure and certain that the protection rackets which control the ‘Swamp’ will protect them from prosecution, so they just keep sweeping all of the corruption in the Fund under the carpet. And, in documenting my black-listing from employment in the Fund, I keep applying for jobs in the IMF and World Bank, two of which were SPM of ICD and ‘Results-Based Management (RBM) Project Manager of ICSE in 2016. When the trials begin, I will be particularly scrutinizing the work of those who were hired for these positions!

I even offered my candidacy as President of the World Bank (as an American and French citizen) after Jim Yong Kim’s resignation, in protest to the Trump Administration’s nominees. While I strenuously object to David Malpass as current President of the World Bank due to his failure to predict the financial collapse in 2008 (which I predicted in 2007), he is at least a better choice than the former PepsiCo CEO, Indra Nooyi. When I heard of that nomination, I thought “Why don’t they consider Joaquín Guzmán (El Chapo) for the position; he has shown himself to be an extremely savvy businessman with his ‘rags to riches’ story. And, the sugar and processed/fast food industries have done as much, if not more damage to societies than the illegal drug industries!?!” World Bank spokesman, David Theis and French ED, Herve de Villeroche “ignore her ‘til she goes away game” is just rendering David Malpass’s presidency even more illegitimate, as his nomination was announced the day before the official selection process began. The IMF/World Bank EDs are already implicated in the cover-up of all the histrionic games going on in their organizations, as well as their failure to fulfill their mandates, and their “ignore her ‘til she goes away” game with me in response to my letter to them in June 2017[3], is just strengthening my argumentation under RICO and FCPA. One of David Lipton’s ‘penance’ during his prison sentence (I will suggest) is to write a 100 times per day, “ You were right Ms. Wilcox, corruption is indeed EVERYWHERE!”

The US throws away 40% of the food it produces. If that food were distributed to starving masses around the world, then world hunger would be ended. The insatiable appetite of World Bank (and entire development community) for food and drink on taxpayer’s (and shareholder’s) monies is DISGUSTING—particularly given the pretended mission of their organization to end global hunger and poverty. Additionally, while the US has ‘graduated’ from their cocaine addiction to the current opioid addition crisis—this can hardly be considered ‘PROGRESS’!! Everyone just keeps digging the hole for IMF, World Bank and UN staffers deeper and deeper and deeper. When the ‘House of Cards’ they have helped to build and are actively supporting comes crashing down, I will have all of the evidence needed for the Nuremberg II Trials! As the Nuremberg I Trials clearly demonstrate, I was just ‘doing my job’, or ‘just following orders’ is NO DEFENSE!

Adele Malpass, just like her predecessor, Dr. Lin (as Honorary President of WBFN) got a letter from me about how WBFN is complicit to crimes against humanity in the cover-up for revicitmization of victims of DV in the courts—and all the histrionic games going on in the World Bank—but she, along with Dr. Lin, and Xavier Giocanti and Anne Sinclair (Honorary Chairs of IMFFA) are playing the ‘ignore her ‘til she goes away’ game with me—again strengthening my argumentation under RICO and FCPA. As I recently told one woman who is being dragged through the courts in a custody battle, and ‘served’ with all sort of subpoenas in the sick games of the court, everyone who has received emails and letters from me in my battles in the past 13 years “HAVE BEEN SERVED!” and CANNOT use the defense that they “didn’t know!”

For years, I have been participating in meetings, demonstrations, lobbying of Congress, and even gave a presentation “Violence Against Women as Human Rights Violations” at the BMCC XIV in May 2015; and have consistently been disgusted by the extent to which everyone comes to schmooze-and-cruise, give speeches, promote their books, and get free food and drink. I am well aware of the importance of ‘networking’ and ‘networks’ in a well-functioning social order, and why I came up with the idea for Global Expats. However, when ‘’networking’ and ‘networks’ exist ONLY so everyone can ‘party-hardy’ in order to turn a blind-eye to the problems of the world, and close themselves higher and higher into their ‘ivory-towers’ and their ‘la-la land’ this constitutes FRAUD and EXTORTION!!

And, if the hole of IMF and World Bank staff was not already deep enough, (control freak) Imel Yu and (white blonde, ditz, debutante[4]) Kathryn Indre-Nelson, escalated everyone’s legal problems when they colluded with World Bank staff to have me blacklisted from the IMF/World Bank Annual Meetings 2016 after my scathing review of their Spring Meetings 2016 in my 52-part blog series “Observations of a CSO Rep at the IMF/World Bank Spring Meetings” In my blogs I gave ‘ostrich’, ‘toad’ and ‘bellowing-cow’ awards to all the big-wigs in the IMF, World Bank, UN and other ‘Game-players’ in the ‘Swamp’. The day I went to pick-up my badge for the Annual Meetings I had already spent the entire morning at DC Landlord Tenant courts dealing with ‘game-players’ in my 8-month long battle (6/16-1/17) against my extortionist (Afro-American and GWU employee) Landlord. During these month, while suffering greatly from ‘post-traumatic stress’ (reliving my year-long court battles in Spain in 2007-08, during which Amnesty International, Spain estimated my chance for survival was 1/4 of 1%), I gathered all the evidence I needed to launch an investigation into the illegal activity and criminality in American courts—with which I can challenge the American government’s defense in Gonzales Lenahan vs. USA, 2011. I was hardly in the mood to deal with these condescending ‘queen-for-a-day’ BITCHES, particularly since I had been so disgusted by EVERYONE (CSO Reps and ‘big-wig’ panelist alike) during the Spring Meetings 6-months earlier!

At the time, I warned these arrogant BITCHES, in no uncertain terms, that my analysis of the IMF, World Bank and UN practices and policies in my blogs for the Spring Meetings is what Christine Lagarde, Jim Yong Kim, and Ban Ki-Moon SHOULD BE analyzing. But, just like everyone else in the ‘development community’, they are too busy giving speeches, attending conferences, and schmoozing with all the other ‘big-wigs’ to bother. I told these bitches to go ahead, I DARED them, and DOUBLE DARED THEM to have me blacklisted from the Annual Meetings as it would escalates the IMF’s tort to interference in the US political process and our presidential elections. So, what did these ‘queens’ do?!?! They actually DARED to have me blacklisted from not only the Annual Meetings in 2016, but every Meeting ever since. As I told World Bank staffers in my registration for the Spring Meetings 2019, I could care less about attending these USELESS, STUPID Meetings, which are costing taxpayers untold millions, but will continue documenting my blacklisting—and efforts of IMF and World Bank staff to silence me and my DISSENT. One of my banners in my demonstration up and down Pennsylvania Ave. from Foggy Bottom all the way up to Capitol Hill during the Meetings and US elections (as promised) “Blacklisting from IMF/World Bank Mtgs. is coup d’etat by IMF (ICD Dpt.) in favor of Trump ‘Vote Clinton’”

Imel and Katherine, along with their co-conspirators in the World Bank, should watch Michael Cohen’s testimony before Congress to see what they are going to be up against when their protection rackets are exposed and dismantled—and so many people in the ‘Swamp’ are facing charges under RICO and FCPA. It should be highlighted that under RICO those found guilty of racketeering can be fined up to $25,000 and sentenced to 20 years in prison per racketeering count, in addition to forfeiting all ill-gotten gains through their “racketeering activity.” I am sure all of the bullying networks which control the IMF and World Bank, inter alia, will not be so amused when they are facing forfeiture of all their assets, and stiff prison sentences!! As the saying goes “those who laugh last, laugh the loudest and longest!”

While Robert Powell’s condescension and denigration of me during my 3-month tenure in ICDSE, was bad enough, Ana Rosa’s contention that if I really ‘applied myself’, I too could one day become an IMF secretary was ‘el colmo’. I am sitting on a $10 billion lawsuit (increasing $1 billion per year) against 8 Spanish lawyers (one of which is a partner in one of the most expensive and prestigious law firm in Spain, Cuatrecasas), along with the Spanish, American and French governments in relation to my Global Expats projet; yet everyone in ICD (with a few exceptions) treated me like I should be grateful to them for having given the “stupid,” deposed-trophy wife a minimum wage job.

Unfortunately, due to the feminist’s power-hungry games, and promotion of BS rhetoric such as “Having it All,” long-time homemakers seeking to ‘opt back-in’ to labor markets are systematically being ostracized from these markets. This is highlighted by the fact that the first head-hunter I met with in 2009 upon my return to the US, told me that she would have a hard time finding me a job, because anyone interviewing me would be afraid that in 6-months I would have their job. Another head-hunter in 2010 told me that MY problem was that I was not a good enough ‘liar’ and con-artist in efforts to opt-back into labor markets. It is for this reason that my wrongful termination from IMFFA was particularly heinous, and exposes the elevated level of immorality and viciousness of its board members. 

Adrianne was my IMF HR liaison person during most of my tenure within IMFFA, and as such was already implicated as accessory to the crimes of its board members under the ‘reign’ of Anne-Beatrix Keller Semadeni and John Harper (2009-11). She is well-aware of the manner in which I transformed IMFFA’s office from an administrative nightmare to a well-organized, ‘ship-shape’ organization—in spite of the utter and total CHAOS Anne-Beatrix and John were constantly producing. She is also well-aware of the lies and manipulations of Anne-Beatrix and John in the disgusting and heinous way in which they took credit for all of my hard work—and got rid of me in order to cover-up for their criminal activity. She is also aware of how Anne-Beatrix lied and told IMF HR that I was totally incompetent and was even declaring over-time that was never approved by her or John—and in effect accusing me of defrauding IMF coffers of taxpayer’s money. Adrianne’s predecessor, Jumana Shamut, had warned me about the bullying and wrongful terminations of previous Office Managers of the association, as well as the extent to which IMF HR would systematically cover-up the crimes of implicated board members by simply ‘getting rid’ of victims. 

Taxpayers are paying thousands and thousands of dollars (to Sheila McKenna, and IMFFA and WBFN career networking parties) for IMFFA members to find jobs in a labor market dominated by cronyism and favoritism for histrionic ‘game-players’. When I saw that in 2016 that Anne-Beatrix had been given the job as Director of Development at Knowledge Ecology International (KEI)—a Ralph Nader initiative with Joseph Stiglitz sitting on its board—I was FURIOUS. I gave the opportunity for its President James Love (a college buddy of Stiglitz) to consider me for the position. However, he, just like everyone else in the protection rackets which control the ‘Swamp’, played the ‘ignore her ‘til she goes away’ game, until I personally hand delivered a copy of my email to his office. His only response was a condescending email that KEI was not hiring, insinuating that I was trying to finagle a job with KEI. I could care less about being employed by an NGO, in the ‘Game’, but was giving them an opportunity to show the ‘good-faith’ of those in the ‘Game’. While I thought Anne-Beatrix had gotten the job through Stiglitz, I think I might have jumped to a conclusion, and that in fact was it was through Love’s wife, Manon Ress, Director of Information Society Projects at KEI. One of the first NGOs I will be DRAINING from the ‘Swamp’ is KEI!! 

Ralph Nader’s sister, Laura Nader exposed many of the problems in court system with her book, Life of Law (2002), yet she just continues to give speech after speech. Additionally, I have demonstrated the USELESSNESS of Ralph Nader’s ‘consumer protection’ agencies in the US with my complaint in Florida against my web-designers (ArnimaDesign.com of Tampa, FL) for Global-xpats.com’s original prototype (2006-07). This bastard (Rajeev Ratra, an Indian national) in May 2007 colluded with my ex-husband to cyber-jack the project, and tried to extort $25,000usd in order to ‘liberate’ it, after George Morrison, a business developer with Microsoft took an interest in the project. The IDIOTS at the ‘consumer-protection’ agency of Tampa claimed that since the web-designers contended that they had done nothing wrong, they did nothing wrong. NO ONE knows how to examine evidence and FACTS, and connect ‘the dots’. Psychological testing in Spain back-fired on my ex-husband, as it documented my superior intelligence over him, and even documents my ability to ‘see’ all the dots, and connect them into the ‘Big Picture’. Yet everyone keeps trying to convince me (and themselves) that I am an IDIOT who should ‘shut-up’ and just disappear. The ‘ignore her ‘til she goes away’ game is no different than the ‘callate tonta’ game of abusive and histrionic Spaniards—and which my ex-husband and his family played with me our entire marriage.  

In the 1980s I was constantly being recommended for jobs due to my impeccable work-ethic, my inquisitive and quick mind, and leadership abilities. However, in the present labor market these qualities are NOT welcome, and in fact are a threat to all the incompetent, stupid and negligent workers which inundate and infect the ‘Swamp’—and why Trump won with an empty promise to drain it. Out of all of the arrogant, STUPID, and incompetent ‘experts’ and PhDs who never graduated from kindergarten I have had the displeasure of meeting and rubbing shoulders with during my lifetime, particularly in the past 12 years, Robert Powell is amongst the most ARROGANT and IGNORANT. As Marco Espinosa can attest, I am NOT a fan of the obsessive meetings after meeting of which everyone in the ‘Swamp’ are such ‘fans’, and which are nothing but a waste of time and taxpayer’s monies. However, I did attend ALL of the Committee for Capacity Development (CCB) and pre-CCB meetings, only to be dismayed by the fact that ICDSE is spending $100s of thousand of taxpayer’s money to count the number of ‘training’ programs produced for incompetent civil servants, who all of the training in the world will not render competent. 

The reason that government ‘regulation’ is counter-productive to well-functioning markets is NOT that it is UNNECESSARY, but rather because the ‘civil servants’ doing the ‘regulating’ are highly incompetent and creating CHAOS with their psychopathic interpretations of ‘regulations’, and their applications. I have to laugh over Hali Edison’s IMF working paper “Evaluating IMF Training: What Can We Learn?” (2018). Sharmini in a ICD Town Hall even joked about the participants of ICD’s ‘training’ who jet-set from around the world to “go shopping in Georgetown,” more than to ‘learn’ anything. I know for a fact that few of the participants actually read the back-ground material for the course, because I DID, and found at times the links to reports were broken—yet NO ONE ever complained and called it to my attention, as it was I who was uploading them into the system! I do not think taxpayers footing the bill for all these ‘experts’ to “go shopping in Georgetown” would find the waste of their money ‘amusing’!

So, while everyone in the ‘Swamp’ keeps playing the “ignore her ‘til she goes away” game with me, I continue to document all the criminal activity patiently waiting for the day of Reckoning and Retribution. This WILL COME when financial market and banking systems collapse, with central banks up a creek without a paddle and unable to artificially keep these systems afloat once again, by injecting trillions and trillions (of taxpayers money) into these systems. While all the 1%ers (and some 10%ers) are always calling me a ‘socialist’ like it was a ‘dirty word’, I am the ONLY true capitalist and ‘free-market’ advocate in the world. The ‘conservatives’ on the Right want ‘protectionist’ and ‘welfare’ policies for all the bankruptcy-building businessmen (and women) in markets and gamblers and con-artists in banking systems and financial markets, while the liberals on the Left want ‘welfare’ policies for the poor in order to assuage their guilty consciences for having sold their SOULS to the DEVIL. These ‘liberals’ are IMMORALLY enriching themselves with six-figure speeches, and corporate donations to their foundations (and NGOs and think tanks) which PRODUCE NOTHING, but HOT AIR and empty-rhetoric. I keep telling everyone that if I could harness all the HOT AIR in the ‘Swamp’ I could solve the energy crisis. 

So as I promised Sharmini in November 2015, if she wanted to support Adrianne (and Kate, Ana, and Gina) in their histrionic games, I would just be adding them, and ICD staffers, onto the pile of an ever growing list of people in the ‘Swamp’ which need to be DRAINED, and held accountable to the PEOPLE of the world to whom they must answer for their FAILURE TO SERVE! In wrapping up my documentation of the problems within the IMF and World Bank, I will be sending the IMF Staff Association a letter and link to my letters to IMF staff in the past 4-years—with little hope that they will ACT, and instead play the “ignore her ‘til she goes away” game. They like IMFFA and WBFN, only join these boards to ‘schmooze-and-cruise’ and advance their careers. But, NO ONE can claim they “were not informed.” As I said before, I do believe there are a few good and well-meaning people amongst the 10% (who suffer from Stockholm Syndrome), otherwise the planet would have been annihilated a long time ago! And, it is these people who need to be empowered and enabled. That is what my Global Expats project is about—responsible globalization—rather than a bunch of bored, social-climbing, housewives getting together to have ‘tea and coffee’ while the world around them goes to HELL! It is not the laws and ‘regulations’ which determine the prevailing paradigm and social orders, but rather what the ruling-elite wives, mothers and (debutante) daughters will accept, tolerate, and permit within social orders. 

While IMFFA, WBFN, UN LESA, FAWCO, FIAFE, etc. may all just be following the ‘uncaring’, ‘party-hardy’ social order enculturated into American society in the 1980s by socialites, like ‘cocaine-snorting’ ‘strip-teaser’ Cornelia Guest, and her mother C.Z. Guest in collusion with her ‘good-friend’ Nancy Reagan, as well as the British Royal family on the other side of the Atlantic. However, that does NOT excuse or justify their actions. My father is right in his contention that our family has been combating predatory and exploitative globalization since the time of Elizabeth I, and rise to power of the British Empire. The early settlers of the first 13 Colonies did NOT come here for fame or fortune, but rather religious and political freedom. THIS is the REAL ‘American Dream’.
