On April 29, 1974, Secretary of Defense James R. Schlesinger announced that the Lightweight Fighter Program, previously a simple exploration of advanced technology conducted at Edwards Air Force Base, was being redirected to a Full Scale Development competition between the YF-16 and YF-17 to become the Air Force’s new “Air Combat Fighter.” The winner would supplement the F-15 Eagle in a “high-low” mix of aircraft of complementary qualities. The YF-17 Cobra had not even had its first flight yet!? Then 1st-Lieutenant James H. Doolittle III (a project engineer for the YF-17) remembered, “You should have seen our faces the morning that our bosses walked in and said, ‘Hey, guys.? We’ve got some new direction. This isn’t a technology demonstration. This is a fly-off.’ The sense of urgency got really, really big.”?The YF-16 won the competition, but the YF-17 impressed the Navy enough that they requested a carrier-capable variant, leading to the F-18 Hornet.
