Indeed thermal H2O molecular resonance at ocean out radiation surface is matching the wavelength of thermal H2O molecular resonance in cloudiness and atmospheric water vapor back radiation ?
To get global warming from earth out radiation and atmospheric back radiation we need to understand 2 things :
Molecules can absorb photons and emit photons but without molecular absorptivity for back radiation in the sky, emissivity of earth surface would cool down earth by -33°C.

With 0,9=90% emissivity earth temperature is measured to be +33°C warmer than Stefan-Boltzmann radiation law would predict.
