The Earth seen from the Moon, EU vs. Silicon Valley: Regulation vs. Innovation.

I was recently asked by Marco Marinucci and Alberto Onetti (Mind The Bridge) to moderate a panel at #EID2017 with two Members of the European Parliament, Sorin Moisa and Brando Benifei, "Policy Closing Remarks", trying to understand what their takeaway was after a full-immersion week spent in the Silicon Valley ecosystem.
I was actually very interested in their point of view about Europe after the Silicon Valley “lens”, because — like astronauts touching the moon they finally realized their planet was “blue” — , I was wondering if by chance Mr Moisa and Mr Benifei could have eventually discovered something new about Europe itself, rather than about Silicon Valley.
If Silicon Valley, as masterly stated by Larry Sonsini, is more a “State of Mind” (energy), where "innovation leads and regulation follows", what is the European Union state of mind (depression), where it always resounds the eternal motto: “regulation over innovation”?
What about “the value of time compared to money” as the real main commodity to focus on, according to what brilliantly was also said by Marten Mickos (HackerOne)?
Last but not least, isn’t it time for European policy-makers, beyond any languages barrier, to stop speaking always in gerund-mode about entrepreneurship and innovations?
